The Higher Education Loans Board (HELB) compliance certificate is a mandatory document for Kenyans seeking employment, government tenders, or professional licenses.
It confirms that an individual is either repaying their student loan on schedule or has never received a HELB loan.
The document is issued free of charge through the Higher Education Financing (HEF) portal.
Understanding the Compliance Certificate
HELB issues two separate documents.
A Compliance Certificate is issued to beneficiaries who are actively repaying their loans or are up to date with their payments.
A Clearance Certificate is issued only when a loan is fully repaid. Non-beneficiaries can also obtain a compliance certificate to show they do not owe HELB.
Employers and institutions use the compliance certificate to verify eligibility for employment or licensing.
Step-by-Step Process
Create or Log in to HEF Portal
Visit the HEF portal and sign in using your ID number and the registered email address or phone number associated with your account.
New users must create an account.
Navigate to Self-Serve Menu
On the dashboard, select Compliance Certificate.
The system will automatically verify your repayment status.
Download the Certificate
If you are compliant, click ‘Get Certificate’ and download the PDF.
HELB has confirmed that the certificate is free and can be accessed instantly online.
Access for Employers
Employers can access bulk employee compliance reports through the HELB Employers’ Portal.

They must upload employee details and retrieve compliance records directly from the system.
HELB also provides mobile access through USSD code *642#, the HELB mobile app, and eCitizen for repayment processing and account updates.
Troubleshooting Issues
If the portal does not generate a certificate, possible reasons include:
- Outstanding Repayments – The loan holder has missed payments. Clear arrears using eCitizen, USSD, or the HELB app.
- Incorrect Account Details – Mismatched ID numbers, phone numbers, or emails prevent verification. Update details in the portal.
- Requesting the Wrong Certificate – A clearance certificate cannot be issued unless the loan is fully paid off.
Verification of Authenticity
Every compliance certificate has a unique serial number, and employers must use the HEF Certificate Checker on the portal to confirm validity.
