The National Cohesion and Integration Commission (NCIC) has issued a statement clarifying that recent media reports on the looming disbandment of the Commission are incorrect, misleading, and a misrepresentation of the facts.
In a press release dated November 5, 2025, NCIC Chairperson Samuel Kobia stated that the current commission, which assumed office on November 19, 2019, will conclude its term on 17th November 2025, in line with the National Cohesion and Integration Act
NCIC Focused
Reports of disbandment had raised concerns among civil society groups and international partners who rely on NCIC’s frameworks for peacebuilding and conflict prevention.
“The NCIC remains fully operational and continues to execute its legal mandate. The Commission is actively preparing a comprehensive handover report for William Samoei Ruto, President and Commander-in-Chief of the Defence Forces, as our appointing authority, and in line with its commitment to accountability and good governance.”
The commission’s impending leadership transition is expected to attract scrutiny, with stakeholders calling for transparent appointment processes to maintain public confidence.
NCIC’s work is vital to sustaining national stability, particularly as Kenya navigates economic challenges and regional security pressures.
As the commission prepares for its exit, attention will shift to the government’s next steps in appointing a new team.
Observers anticipate that the handover report will outline achievements, challenges, and recommendations for enhancing cohesion strategies in a rapidly evolving socio-political landscape.
Murkomen Initiates Succession
Interior Cabinet Secretary Kipchumba Murkomen has formally launched the process to appoint a new leadership team for the NCIC ahead of the current commissioners’ term expiry on November 17.
In a gazette notice dated November 3, 2025, Murkomen declared the positions of chairperson and seven commissioners vacant, in line with the National Cohesion and Integration Act, which limits service to a single six-year term.
To oversee the recruitment, Murkomen has constituted a selection panel comprising retired Lady Justice Hannah Okwengu, former NTSA Director General Francis Meja, governance expert Reuben Chirchir, public service specialist Pauline Mcharo, Col. (Rtd.) Alfred Mshimba and legal practitioner Michael Nzomo Mbithuka.
The panel is tasked with advertising the vacancies, shortlisting candidates, and submitting names to the President for appointment.
This transition comes at a critical time, as NCIC’s role in curbing hate speech and fostering national unity remains central ahead of the 2027 general elections.
Why NCIC Succession Matters
The NCIC was established in 2008 following the 2007–2008 post-election violence that claimed over 1,000 lives and displaced hundreds of thousands.

NCIC plays a pivotal role in safeguarding Kenya’s fragile ethnic balance, particularly during election cycles.
Its mandate, which entails monitoring hate speech, mediating inter-community disputes, and promoting inclusive dialogue, has historically helped avert large-scale violence, such as the 2007–2008 post-election crisis.
With the 2027 general elections approaching, Kenya faces heightened political rhetoric and ethnic mobilization.
A leadership vacuum or delayed appointments could weaken NCIC’s ability to enforce cohesion laws, leaving space for inflammatory speech.
This risk is amplified by the growing influence of social media, where hate speech spreads rapidly and can incite real-world violence.

International partners, including UNDP, USAID, and the European Union, have funded NCIC programs on civic education and hate speech monitoring.
The African Union and the East African Community view Kenya’s cohesion framework as a model for conflict prevention in Africa.
NCIC operates under tight financial constraints, which restrict its ability to conduct nationwide civic education and deploy advanced monitoring tools.
