Iran has officially declared full control over its nuclear program, asserting its sovereign rights and rejecting all prior restrictions imposed under United Nations Security Council (UNSC) Resolution 2231 (2015).
In a formal letter addressed to the UN Secretary-General, Antonio Guterres, and the President of the Security Council, Vassily A. Nebenzia, Iranian Foreign Minister Seyed Abbas Araghchi highlighted that Resolution 2231, along with all preceding sanctions measures, has no continuing legal effect as of 18 October 2025.
The statement marked a decisive stance on Tehran’s nuclear independence.
Iran Affirms Sovereign Rights and Legal Authority
Araghchi emphasized Iran’s legal authority to manage its nuclear affairs without interference.
“Iran’s sovereign rights are neither negotiable nor subject to political pressure,” he wrote.
The statement clarified that Iran would continue its nuclear program solely under the framework of the Nuclear Non-Proliferation Treaty (NPT) and the Comprehensive Safeguards Agreement with the International Atomic Energy Agency (IAEA).
He underscored that any attempts to reinstate or enforce previously terminated resolutions would be “unlawful and null and void,” reinforcing Tehran’s position that its nuclear activities are legitimate under international law.

The letter also stressed that the UN Secretariat has no authority to alter, extend, or reinterpret Security Council resolutions.
“The Secretariat is not a decision-making or interpretive body; it cannot alter or extend the legal effects of Security Council decisions, nor bind Member States through unilateral pronouncements,” Araghchi stated.
According to Iran, any such acts would be ultra vires and would undermine the credibility of the United Nations as a neutral institution.
Rejection of Coercion
In the statement, Iran criticized efforts by some European states to impose restrictions through the so-called “snapback” mechanism.
“The procedure pursued by the three European States constitutes a clear abuse of process, contrary to both the letter and spirit of resolution 2231 (2015) and the JCPOA,” Araghchi said.
The letter explained that previous attempts to invoke snapback lacked a legal and procedural basis and were rejected by Security Council members, confirming that no measures could revive terminated resolutions.

Tehran accused these states of violating the JCPOA and using legal distortion for political objectives.
Despite its firm stance, Iran reaffirmed its commitment to peaceful nuclear activities.
“The Islamic Republic of Iran, consistent with its unwavering commitment to the peaceful settlement of disputes, accepted and fully implemented JCPOA in good faith and in strict conformity with its commitments,” the statement read.
Araghchi highlighted that Iran exercised maximum restraint and pursued extensive diplomatic engagement to restore balance following the United States’ withdrawal from the JCPOA in 2018.
