On Monday, November 11, 2025, the Teachers Service Commission (TSC) announced the transition of teachers from the Minet medical insurance plan to the Social Health Authority (SHA), which has been providing medical insurance for teachers for some time.
Starting December 1, more than 400,000 teachers and their dependents will migrate from the Minet Kenya medical coverage to the new SHA scheme.
Acting TSC CEO Eveleen Mitei stated that the Commission is working towards ensuring a seamless transition for teachers to the new medical scheme.
TSC Teachers to Migrate from Minet to SHA
On his part, KNUT Secretary General Collins Oyuu expressed optimism about the new health scheme, stating that it offers better benefits than what teachers had previously received.
“This scheme is going to improve significantly on what we had earlier. If we had additional benefits, then that is certainly a direction we can pursue. That was communicated clearly,” Oyuu said.

Meanwhile, SHA CEO Dr. Mercy Mwangangi stated that the government plans to expand benefits within the new health scheme for teachers over time.
“We’re looking to expand this list to include level six hospitals, level five hospitals, level four hospitals, level three A and B hospitals, and level two hospitals, encompassing both public and private facilities, as well as faith-based organizations. Therefore, the offerings for teachers will be significantly improved and expanded,” Dr. Mercy explained.
At the same time, the teachers’ unions, who had previously expressed skepticism about the transition to SHA, warned that they would cancel the scheme if the government’s health insurance did not meet expectations.
Benefits that SHA will provide compared to MINET

Benefits Teachers Will be Entitled To
Under the SHA coverage, teachers will be entitled to various medical benefits, including inpatient and outpatient dental and optical care, overseas treatment and evacuation, maternity care, radiology services, drug and substance abuse treatment, chronic illness management, annual medical check-ups, and tests for organ donors.

Additionally, teachers will be enrolled in the public officers’ medical scheme fund, which will activate if they exhaust their SHA coverage. The new coverage plan will include at least the principal, their spouse (husband or wife), and up to five children.
According to the Social Health Authority (SHA), the new medical cover will cater for a range of treatments and procedures.
Normal delivery will be covered up to Ksh 10,000, while a caesarean section will be covered up to Ksh 30,000. Dialysis will be provided at a rate of Ksh 10,650 per session, and oncology care will be covered up to Ksh 400,000 per member annually.
Critical care services will be supported up to Ksh 28,000 per day for a maximum of 12 days, while specialized surgery will be covered up to Ksh 1.1 million. In addition, overseas treatment will be available up to Ksh 500,000 per year.
However, the new package also comes with several exclusions. These include treatment at non-contracted facilities, alternative medicine such as herbal remedies and acupuncture, self-prescribed medication, cosmetic surgeries, and experimental or non-conventional procedures.
