Russia Admits Ukrainian Drone Attacks Have Killed Nearly 400 In 2025

Russia’s foreign ministry has acknowledged that Ukrainian drone attacks inside Russian territory have resulted in “around 392” deaths so far in 2025.

Pro-Kremlin newspaper Izvestia attributed the tally to Rodion Miroshnik, the Russian Foreign Ministry’s ambassador-at-large responsible for documenting alleged Ukrainian war crimes.

“From the beginning of the year to the end of October, 3,205 people were injured in drone attacks, including 195 minors. A total of 392 people were killed, 22 of them children,” Izvestia quoted Miroshnik as saying.

Miroshnik also claimed that in the broader context of civilian casualties since the full-scale invasion, the figures for Russian civilians stood at “7,100 killed and more than 17,600 injured” since 2022.

He added that in 2025, “drone attacks accounted for around 80% of those injured or killed,” with drone-related casualties increasing by about 33% between July and September.

These figures could not be independently verified, and Ukrainian authorities have not publicly commented on them.

Russian-border regions such as Belgorod, Kursk, and Bryansk regularly report civilian infrastructure damage and casualties in drone and missile attacks, including those Moscow attributes to Ukrainian forces.

Kyiv has increasingly deployed long-range unmanned aerial vehicles targeting energy infrastructure and logistics nodes as part of its campaign to disrupt Russia’s war effort.

UN report on Ukrainian death toll

Meanwhile, the UN reported in August that nearly 14,000 Ukrainian civilians had been killed since the 2022 invasion, including 726 children. More than 35,000 civilians have been injured in the war, it added.

In a separate development, the General Staff of the Armed Forces of Ukraine released a report on 11 November 2025 estimating Russian personnel losses at approximately 1,153,180 killed since the invasion began on 24 February 2022.

The report also cited destruction of more than 11,000 tanks, about 23,000 armoured combat vehicles, over 34,000 artillery pieces, and 79,642 operational-tactical unmanned aerial vehicles (UAVs). Air and naval losses reportedly include 428 aircraft, 347 helicopters, 28 ships/boats, and one submarine.

Logistic losses were also detailed: 67,036 units of automotive and fuel tank vehicles were destroyed, and 3,993 special equipment units were lost.

Amid these figures, diplomatic efforts to end the war have remained stalled. On 10 November 2025, the Kremlin stated that it wished the war to end as soon as possible but accused Kyiv’s allies of urging Ukraine to pursue a military victory rather than negotiations.

Kremlin spokesperson Dmitry Peskov blamed Ukraine’s lack of sincerity. Meanwhile, Ukrainian President Volodymyr Zelenskyy has stated that he does not believe Russian President Vladimir Putin is genuinely seeking peace, describing his posture as one of preparing for new offensive operations rather than a cease-fire.

At the same time, Russia’s diplomat in Turkey, Alexey Ivanov, said Moscow is ready to resume direct negotiations with Ukraine in Istanbul at any moment, provided Kyiv demonstrates political will.

“We are ready for such negotiations at any moment,” he said, but noted Kyiv had not yet given a positive response to previous working-group proposals.

Latest on the Russia-Ukraine war

Ukrainian Chief of the General Staff Oleksandr Syrskii, on November 12, 2025, warned that the situation in parts of the southeastern Zaporizhzhia region had “significantly worsened” amid heavy fighting.

President Zelenskyy confirmed the area remained in a “difficult” state. Local authorities in Zaporizhzhia reported a Russian drone killed a 56-year-old man in the Polohivskyi district and ordered evacuations of families with children from some villages.

Simultaneously, Ukraine’s Southern Defence Forces announced withdrawal from positions near settlements like Novouspenivske, Nove, and Novomykolaivka in response to Russian offensive pressure.

Russia’s Ministry of Defence claimed its forces had captured the eastern part of Kupiansk in Ukraine’s Kharkiv region, according to state-owned news agency TASS.
