Vocal lawyer Miguna Miguna has slammed President William Ruto over his order directing universities to do away with programs which he described as useless.
This follows the president’s meeting with Vice Chancellors and principals of universities and colleges on Mayb 28, 2024 at the State House where he discussed with them the implementation of the New Funding Model.
In a statement on June 4, 2024, Miguna Miguna accused Ruto of implementing education policies which favour the wealthy students and disadvantage those from humble backgrounds.
He issued that the president wants the poor families to be positioned on manual jobs while the rich acquire Higher education for advanced job opportunities.

“No president should tell citizens (through oppressive, classist and pro-rich policies) that only rich kids should have university degrees and children from economically poor families should be contented working as ngware drivers, gardeners and maids,” said Miguna Miguna.

He urged the VCs to come up with incentives to attract students to priority programs that are needed to grow the economy, especially in science, technology, engineering, and mathematics (STEM).
This also captured his attention indicating that no president should tell universities to do away with ineffective courses in their curriculum.
“No responsible president should tell universities to scrap “useless courses.” There are no useless courses and programs at the university level. That statement must not come from anyone who has a university degree,” said Miguna Miguna.

The NMF model which took effect with the admission of the 2022 Kenya Certificate of Secondary Education (KCSE) candidates will see universities get funds based on the student’s financial need and separates placement from funding, contrary to the Differentiated Unit Cost (DUC) model.
The institutions will act as recipients of the loans and scholarships provided to students in the form of fees, while parents will contribute household funds toward their children’s education.
