Raila Odinga has pledged to fund development in county-level administrative units through what he now calls “bottom-up development.”
The Azimio la Umoja One Kenya presidential aspirant while speaking during a meeting in Garissa on Monday, June 27 stated that his government will have a Ward Fund.
He further noted that the ward fund is what he calls bottom-up which is intended to enhance development at the grassroots.

Aside from drumming up support for his presidential bid in Garissa, Raila Odinga criticized DP Ruto’s clarion call for a bottom-up approach to reverse economic inequality. According to Raila the plan follows a top-down approach.
Moreover, the deputy president has also advanced a middle-out approach which his team of economists led by David Ndii say will improve the middle class’ buying power to support job creation. He started this approach in 2021 and was dismissed by Mr. Odinga and his allies.
