The Judicial Service Commission (JSC) has elected former Bomet Governor Isaac Kiprono Rutto as the Vice Chairperson of the Commission.
In a statement, JSC said Rutto was unanimously elected during a meeting convened on June 7, 2024.
“The Members of the Judicial Service Commission unanimously elected Hon. Isaac Kiprono Rutto, EGH, as the Vice Chairperson of the JSC in a meeting held on 7th June 2024,” the statement read in part.
Rutto is a representative of the public in the Commission, having been appointed on 15th June 2023 pursuant to Article 171 (2) (h) of the Constitution.
Isaac Rutto Qualifications
JSC described Rutto as a seasoned leader with more than thirty years of experience and a champion of good governance across all sectors, including the National and County Governments.
“Rutto espouses values of inclusivity, accessibility, and responsiveness in leadership and management,” JSC said.
He previously served as the first Governor of Bomet County between 2013-2017 and the Chairperson of the Council of Governors during the same period.
Besides, he also served as a Member of Parliament for Chepalungu Constituency from 1998 to 2002 before bouncing back between 2008 and 2012.
He holds a Bachelor of Arts Degree in Economics, Sociology & Political Science from the University of Nairobi.
Rutto takes over from Hon. Macharia Njeru, whose term at the Commission expired in May 2024.

Other Members of JSC
The former Governor will deputize Chief Justice Martha Koome, who is the chairperson of the JSC.
JSC consists of the following 11 members: one Supreme Court judge, one Court of Appeal judge elected by the judges of the Court of Appeal, one High Court judge, and one magistrate (one woman and one man).
Others are the Attorney-General, two advocates, one person nominated by the Public Service Commission, and one woman and one man to represent the public.
Public representatives should not be lawyers and are appointed by the President with the approval of the National Assembly.
The Secretary to the JSC is the Chief Registrar of the Judiciary.

Functions of JSC
JSC promotes and facilitates the independence and accountability of the judiciary and the efficient, effective and transparent administration of justice.
It advises the national government on improving the efficiency of the administration of justice.
Furthermore, the Commission recommends to the President persons for appointment as judges.
Besides, it reviews and make recommendations on the conditions of service of judges and judicial officers and the staff of the Judiciary.
The commission also appoints, receives complaints against, investigates and removes from office or disciplines judicial officers and other staff of the Judiciary as prescribed by an Act of Parliament.
The CJ led Commission also prepares and implement programmes for the continuing education and training of judges and judicial officers.
