The National Campaign Against Drug Abuse (NACADA) has proposed a rise in the drinking age limit from 18 years to 21 years. This proposal under the 2025 National Policy on Alcohol, Drugs and Substance Abuse was announced on July 14 and is pending government and parliamentary approval.
NACADA, in a statement, defended the plan, noting that it is grounded in scientific research, public health best practices, and evidence from global success stories.
“Studies consistently show that delaying alcohol initiation reduces the risk of addiction, cognitive impairment, and risky behaviors among youth, as the brain continues developing until the mid-20’s,” NACADA noted.
“Countries like the USA which enforce a 21-year drinking age report lower rates of underage drinking, drunk-driving fatalities and alcohol-related harm compared to those with lower limits.”
While NACADA defends this policy directive, liquor store owners and a section of Kenyans are against the proposal. Liquor business operators have raised concerns, claiming majority of their customers are 18 years old.

Kenyans Share Views on Proposed Drinking Age Limit
They argue that this directive, accompanied by the rise in alcohol prices, could lead to reduced sales and the closure of their outlets. Some traders even proposed the age limit to be dropped to 16 years old, to protect their businesses.

On the other hand, a section of Kenyans fully supports this age increase citing that the legal drinking age should be raised to as high as 50, noting growing concerns over addiction, unemployment and youth indiscipline.
