President William Ruto has appointed a former Principal Secretary among three new members of the National Police Service Commission (NPSC). In a gazette notice dated June 27, 2025, Ruto appointed former Gender PS Professor Collette Akoth Suda to the NPSC for a six-year term.
The Head of State also appointed Peris Muthoni Kimani and Benjamin Juma Imai to the commission following a rigorous vetting process by Parliament.
The three were named as commissioners under Article 246(2)(a) of the Constitution and the National Police Service Commission Act.
“IN EXERCISE of the powers conferred by Article 246 (2) (a) of the Constitution as read with section 6 (8) of the National Police Service Commission Act, 2011, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces appoint— Under paragraph 2(a) (ii)— Peris Muthoni Kimani, Benjamin Juma Imai, Under paragraph 2 (a) (iii)— Collete A. Suda (Prof.), to be members of the National Police Service Commission, for a term of six (6) years,” the notice reads in part.
This comes after the National Assembly approved the appointment of the three nominees as NPSC members following lawmakers’ consideration of the findings of the Departmental Committee on Administration and Internal Security in its report on the approval hearing of the nominees.

Profile of Prof. Collette Akoth Suda
Prof. Collette Suda is the former Principal Secretary, State Department for University Education, Ministry of Education.
She also served as the former PS for Gender and Social Development, Ministry of Gender, Children and Social Development.
Previously, she was the Director of the Institute of African Studies and Director, Board of Common Undergraduate Courses, University of Nairobi.
The new NPSC member also served as a member of the National Commission on Gender and Development and a member of the Advisory Board of the Women Enterprise Fund, among others.
Prof. Suda is a full Professor of Sociology at the Institute of African Studies and a fellow of the National Academy of Sciences (FKNAS).

She has served as an external examiner at Moi University, Maseno University and the University of Dar-es-Salaam.
As stipulated in Article 246(2)(a), NPSC consists of nine members, which include a person qualified to be appointed as a High Court Judge, two retired senior police officers, three persons of integrity who have served the public with distinction, the Inspector-General of the National Police Service and both NPS Deputy Inspectors-General.
Currently, the Commission is led by Chairman Eliud Kinuthia and Vice Chairperson Dr. Alice Otwala.
The Commission is responsible for human resource management within the NPS, comprising the Kenya Police Service, the Administration Police, and the Directorate of Criminal Investigations (DCI).
