President William Ruto has directed the promotion of chiefs and assistant chiefs who have successfully completed their respective training programs.
Speaking during Jukwaa la Usalama at State House in Nairobi on December 1, President Ruto announced that chiefs and assistant chiefs, who have served for a long time, will be promoted.
“Chiefs and assistant chiefs who have completed training will be promoted, while all other ranks will be elevated after undergoing vetting,” Ruto said.
“Everybody will be promoted to a new rank.”
In his address, Ruto stated that the government will allocate a budget to facilitate the promotion of ranks, effective from June 1, 2026.
Additionally, the President said that the Constables aged 50 and above will also be promoted before retirement as part of a farewell package.
He also stated that there will be no transfers of constables within a year, noting that this will particularly benefit officers returning from maternity leave.
The President stressed on the need for chiefs and assistant chiefs to undergo training to enable them to perform their duties effectively at the grassroots level.
Ruto Presides Over Chiefs’ Graduation
On December 1, President Ruto presided over the graduation of 1,837 chiefs and assistant chiefs at the National Police College, Embakasi ‘A’ Campus in Nairobi.
The officers completed induction, paralegal, and security management courses, representing the third cohort of the government’s newly established training programme.
A total of 5,892 chiefs and assistant chiefs nationwide participated in the structured training programme.

Speaking to the graduates, President Ruto reiterated his administration’s dedication to promoting professionalism across the public sector.
He added that the last formal training for NGAOs took place in 2016 and stressed that the lack of continuous capacity-building had undermined efficiency in local administration.
“We are committed to reforming and professionalizing public administration to make it more efficient and citizen-focused,” Ruto said.

Murkomen Announces Mandatory Training
In August 2025, Cabinet Secretary for Interior announced mandatory training for all chiefs and assistant chiefs.
The chiefs underwent three-week intensive course in paralegal studies and security management.
He stated that the initiative aligns with President William Ruto’s vision to modernize the security sector and make it more responsive to the country’s evolving challenges under the Bottom-Up Economic Transformation Agenda (BETA).
“It’s unbelievable that the last time chiefs and assistant chiefs attended a course of this kind was in 2018. Today, we’re not just launching a training course — we’re opening a new chapter in grassroots governance and national security,” Murkomen said.
Murkomen stated that he was surprised when it emerged that there are chiefs and assistant chiefs who have not gone through the training since 1983.
He noted that some officers are taking the course after 25 years in service, thanks to feedback from the counties’ security tours, dubbed ‘Jukwaa la Usalama’.
