The National Treasury invited bidders to submit bids to provide electric vehicles under the Government Motor Vehicle Leasing Program, targeting national government administrative services, the National Police Service, the Kenya Prisons Service, and other ministries, departments, and agencies.
In a notice issued under Tender No. TNT/SPP/ONT/016/2025-2026, the Treasury said the procurement will be conducted through a specially permitted procurement procedure using an open tendering method via the e-GP portal.
“The National Treasury invites bidders to submit sealed Tenders from Original Motor Vehicle Manufacturers, dealers, assemblers, Leasing Companies and Interested Firms for Leasing of Electric Vehicles (EVs) for the National Government Administrative Services, the National Police Service, Kenya Pristons Services and other MDAs under the Government Motor Vehicle Leasing Programme,” read part of the statement.
Motor vehicle manufacturers, dealers, assemblers, and leasing companies are among those eligible.
Treasury Opens Tender for Electric Vehicle Fast Chargers
Tender documents were available free of charge on the government tender’s website, and bidders were required to submit their details to the Treasury for further communication or addenda.
All bids were required to be accompanied by a bid security of Ksh5 million issued by a bank regulated by the Central Bank of Kenya and valid for 30 days beyond the tender validity period.
The tender closed on April 14, 2026, at 11:00 a.m. East African Time, after which submissions were opened immediately in a public virtual session.

In a separate tender notice, TNT/SPP/ONT/017/2025-2026, the National Treasury invited bids for the leasing of electric vehicle DC fast chargers under Phase VIII of the Government Motor Vehicle Leasing Programme.
Interested firms were required to submit a bid security of Ksh1 million issued by a bank regulated by the Central Bank of Kenya, valid for 30 days beyond the tender validity period.
Completed bids were submitted electronically through the e-GP system by April 21, 2026, at 11:00 a.m. East African Time, after which they were opened publicly in accordance with procurement procedures.

Details of the Open Tender
According to the tender documents, the programme covered several vehicle categories, including medium-duty electric utility passenger vehicles (4×2 and 4×4), double-cab electric pick-ups, and hybrid utility and off-road vehicles.
The estimated quantities included 90 units of 4×2 electric utility passenger vehicles, 125 units of 4×4 electric utility vehicles, and 335 electric double-cab pick-ups. The programme also included 10 units of hybrid two-wheel drive utility vehicles and 40 hybrid all-wheel drive off-road vehicles.
The Treasury stated that joint ventures were allowed, with a maximum of three members, but firms were not permitted to participate in more than one consortium or submit individual bids alongside a joint venture.
It sought to lease various electric and hybrid vehicles, including medium-duty utility passenger vehicles, double-cab pick-ups, and hybrid off-road vehicles, for a total of 600 units across the categories.
