Justice Agnes Kalekye Murgor is a Judge of the Court of Appeal, seeking to be the next President of the Court of Appeal. Voters will vote on Monday, June, after the term of Justice Daniel Musinga ended in May 2026.
Lady Justice Kalekye was born on 15 August 1963 to the late Justice Mathew Guy Muli, who served as Attorney General of Kenya, Judge of the Court of Appeal, and High Court Judge.
She is a member of the Law Society of Kenya and the Institute of Certified Public Secretaries of Kenya and also a partner at Murgor & Murgor Advocates, which she has run with her husband, Senior Counsel Philip Murgor, who is a former Director of Public Prosecutions (DPP) appointed in 2003.
Justice Agnes Kalekye’s Education Journey
Judge Kalekye attended Alliance Girls High School and, inspired by her father’s exemplary career, pursued legal studies at the University of Buckingham, earning her Bachelor of Laws (LLB) degree in 1987.
She later obtained a Diploma in Law from the Kenya School of Law and a Master’s degree in International Business Law from the University of London, equipping her with both local and international legal expertise.
Justice Kalekye’s Professional Career
In 1987, Justice Agnes Kalekye was admitted to the Roll of Advocates, marking the beginning of her legal career, and started out at Hamilton Harrison and Mathews Advocates, where she developed her skills as a legal assistant.

Justice Kalekye’s early exposure to public service came when she joined the Attorney General’s Chambers as a State Counsel (1988–1992), serving in the Treaties and Agreements Department.
In December 2012, Justice Agnes was appointed a Judge of the Court of Appeal and is currently stationed in Nairobi at the Supreme Court Building.
Private Practice and Corporate Leadership of Justice Agnes
In 1992, Justice Agnes transitioned into private practice as a partner at Murgor & Murgor Advocates with her husband, Philip Murgor, specializing in corporate and commercial business transactions between 1992 and 2007.
In May 2003, after Philip’s appointment as Kenya’s Director of Public Prosecutions, Agnes took over a two-year brief to represent the Central Bank of Kenya in the Judicial Commission of Inquiry into the Goldenberg Affair.
In July 2007, Justice Agnes joined East African Breweries Limited (EABL) as Legal Counsel and Group Company Secretary.
Here, Agnes supervised legal and regulatory operations across 10 subsidiary companies in six East African countries.
Her duties included overseeing and supervising legal and regulatory matters across all aspects of the business, including governance, audit, and compliance.

Leadership in the Judiciary
Justice Murgor has played an important role in strengthening judicial performance systems where she has served in various leadership positions, including:
- Chairperson of the Administration of Justice Performance Management Committee (AJPMC): She was appointed by Chief Justice Martha Koome, whose role is to provide strategic leadership in aligning court operations, institutional performance management and reform initiatives in line with the Social Transformation through Access to Justice ( STAJ) Agenda.
- Chairperson of the Performance Management and Measurement Steering Committee (PMMSC), launched on April 15, 2015: Worked under former Chief Justice David Maraga, focusing on institutionalizing performance management in the Judiciary for the enhancement of performance and productivity.
Advocate for Women in the Judiciary
Justice Murgor also advocates for gender equality within the legal profession. She has served as:
- Immediate Former President of the International Association of Women Judges (IAWJ), Kenya Chapter
- Member of the Executive Committee of both the IAWJ Kenya Chapter and the Kenya Women Judges Association (KWJA)
