The Kenya Bureau of Standards (KEBS) has published a list of nine inspection companies to provide Pre-Export Verification of Conformity (PVoC) services for general goods.
This comes after the body earlier announced suspension of Pre‑Export Verification of Conformity (PVoC) inspections for general goods on February 9, following the expiry of existing PVoC contracts for general goods on February 8.
In a notice dated February 18, the bureau confirmed that it had contracted the listed firms for three years, effective February 19, 2026.
“The PVoC services are offered by inspection companies contracted by KEBS under a three (3) year contract cycle. KEBS wishes to inform all stakeholders and the public that the following inspection companies have been contracted to offer PVoC services for general goods for the next three (3) years, with effect from 19th February 2026,” KEBS stated in part of their public notice.
Companies Listed By KEBS to Offer General Goods Inspection
According to the regulator, the appointed companies are Quality Inspection Services and were listed as follows.
- Quality Inspection Services Inc. Japan
- China Hanson Inspection and Certification Co., Ltd.
- Asia Pacific Testingtech Tech. (Hangzhou) Co. Ltd.
- China Certification and Inspection Group Inspection Company Limited
- Intertek International Limited
- Cotecna Verification SA
- TÜV Rheinland Middle East FZE
- Bureau Veritas Kenya Limited
- Société Générale de Surveillance (SGS) SA

Compliance Requirements Under the New Inspection Plan
In their notice, KEBS advised that the zones and countries assigned to each inspection company are detailed in the PVoC manual available on the Kenya Bureau of Standards (KEBS) website at www.kebs.org.
Therefore, all stakeholders are expected to ensure that all consignments shipped after February 19, 2026, are inspected by the appointed inspection companies in line with contractual terms.
“Stakeholders should therefore ensure that ALL consignments shipped after 19th February 2026 are inspected by KEBS-appointed inspection companies as stated above in line with the contractual terms,” the notice explained.

Additionally, the body reminded the stakeholders that all the imported goods intended for the Kenyan market must comply with Kenya Standards, approved specifications, and applicable regulations.
Further, each consignment was expected to be accompanied by a Certificate of Conformity (CoC).
“Failure to do so may result in penalties as stipulated in Legal Notice No. 78 (2002),” the bureau warned.
However, goods imported for personal use that do not exceed one hundred (100) USD of Customs Value are exempted from PVoC, subject to confirmation upon payment of the applicable current compliance or non-compliance fees of the customs value itself.
The exemption does NOT apply to used motor vehicles, used spare parts, and other items such as used clothing.
