Meru County Governor Kawira Mwangaza is once again embroiled in a political stalemate as a new impeachment motion is set to be tabled at the Meru County Assembly on Wednesday, July 17.
The motion, set to be moved by Zipporah Kinya, a nominated member and deputy Leader of the Majority Party, alleges that the governor has committed serious violations of the Constitution, as well as abuse of office.
In the notice of motion, Kinya outlines a range of accusations against governor Mwangaza, including illegal appointments and dismissals, financial misconduct among others.
One of the key allegations is the revocation of the appointment of CPA Virginia Kawira Miriti as Secretary/CEO of the Meru County Public Service Board, which is said to have been done without proper authorization, contrary to the law.
Additionally, the Governor is accused of failing to appoint or illegally appointing chairpersons for several county boards without the required vetting and approval by the County Assembly.

Allegations levelled against Kawira Mwangaza
The motion also accuses Mwangaza of financial misconduct including the irregular payment of emergency call allowances to doctors, leading to an excessive payment of Ksh.74.3 million.

Furthermore, she is being faulted for her use of a manual payroll system to pay worker salaries amounting to Ksh.102.94 million.
Also, Mwangaza is also being accused of having a bloated workforce, thereby increasing the county’s wage bill beyond legal limits.
Kawira Mwangaza Survives Impeachment
This will be the third time that embattled governor Kawira Mwangaza has faced a bid to remove her from office.
In November 2023, she survived an impeachment attempt after a majority of the 47 senators cleared her of the seven charges levelled against her by Meru MCAs.

Notably, during the tabling of her impeachment motion then, the Meru County Assembly unanimously voted to eject her from office.
The previous charges included misappropriation of county resources, nepotism and unethical practices, bullying and vilifying other leaders.
She was also accused of abuse of office, contempt of court, illegally naming a public road after her husband, and contempt of the Meru County Assembly.
Her first impeachment motion was tabled in December 2022, just months after her election.
Mwangaza was however cleared by an 11-member Senate Committee appointed to probe the grounds for her impeachment who said that none of the charges levelled against her was proven.
