Dagoretti North Member of Parliament (MP) Beatrice Elachi has raised alarm over the escalating insecurity and moral decay plaguing Nairobi’s Kilimani estate which is within her constituency.
Speaking during a panel discussion on March 12, 2024, Elachi drew a grim comparison, likening the activities done in Kilimani especially during the night to the biblical cities of Sodom and Gomorrah.
Confessing her own experiences, the vocal MP raised concern over the activities she has witnessed especially by young people.
“When you walk in Kilimani at night, which I do, nowadays I have had to become a police officer. I find young people all over. How they are dressed we have decided that is our value. I don’t know what is happening with our country,” she voiced her concerns.
Elachi lamented the sight of predominantly university students engaging in questionable behavior, particularly in bars and clubs within her constituency.
“How I wish you could walk in clubs in Dagoretti North, oh you would feel bad for parents…We said we didn’t want a brothel in Kenya. We have so many in the bars,” she exclaimed.

The former Nairobi County Assembly Speaker became the Dagoretti North constituency MP after winning the seat in the 2022 general elections, securing 52,515 votes under an ODM ticket.

Furthermore, Elachi highlighted a disturbing trend of compromised security within Dagoretti North, attributing it to the preferential treatment given to certain foreign nationals.

“The Nigerians have some policemen that protect them, the Pakistanis have their own, and they are protected. So, each team in Dagoretti North, that’s how they operate,” she disclosed.
In her efforts to combat this issue, Elachi proposed a solution aimed at preventing the corruption of law enforcement officials.
She advocated for a maximum service duration of two years for police officers in a particular post before being relocated.
“I pleaded with the president and the CS to not allow our officers to stay more than three years. Stay more than three years you are compromised, you become something else. Two years is enough, go to another station,” she urged.

Her remarks followed the announcement by Interior Cabinet Secretary (CS) Kithure Kindiki that his Ministry had kicked off the transfer of all police officers who have served for more than three years in their current stations.
In a statement on Friday, March 8, Kindiki said the transfers would be implemented immediately.
According to the CS, this was in a deliberate effort to address inefficiencies that often arise from conflict of interest in service delivery.
