United States (U.S) President Donald Trump is pushing forward a plan to create a ‘Ukraine Victory Fund’, financed through new tariffs on Chinese imports, according to The Telegraph reports.
The initiative is part of a broader strategy to support Ukraine’s war effort and increase pressure on Russia, which has relied heavily on China for military and economic support since the full-scale invasion began in 2022.
Trump has instructed Treasury Secretary Scott Bessent to present the fund proposal to European partners ahead of Ukrainian President Volodymyr Zelenskyy’s visit to Washington on October 17, where discussions on military, economic, and diplomatic cooperation are expected.
On October 16, Ukrainian President Volodymyr Zelenskyy stated that stressed the critical need for international pressure on Russia as he prepares for his talks in Washington with U.S. President Donald Trump.
“This autumn, the Russians use every single day to strike at our energy infrastructure. Putin has turned a deaf ear to everything the world says, so the only language that can still get through to him is the language of pressure — pressure through sanctions and pressure through long-range capabilities,” Zelenskyy said.
He noted that strong, decisive action from the United States, Europe, and all partners will directly determine whether the war in Ukraine can be brought to an end.
“That is exactly what I will be discussing today and tomorrow in Washington,” he said.
Trump Proposes ‘Ukraine Victory Fund’ Financed by China Tariffs
Trump’s proposal signals a shift in his position, as he had previously questioned Ukraine’s leverage in the conflict but now seeks a more active role in supporting Kyiv.
The plan envisions directing proceeds from steep tariffs on Chinese goods to bolster Ukraine’s military capabilities and sustain its defence operations.

By targeting China, Washington aims to limit Beijing’s assistance to Moscow — including drones, dual-use technology, and weapon-manufacturing machinery — and push President Vladimir Putin toward negotiations.
The success of the initiative depends on coordination with European allies, many of whom have expressed caution in labeling China a direct adversary despite NATO recognizing Beijing as a key enabler of Russia’s war.
Trump’s forthcoming meeting with Zelenskyy is expected to cover Ukraine’s military strategy, including potential new offensives, as well as long-term plans for economic and defense support.

Trump And Zelenskyy Meeting
President Volodymyr Zelenskyy confirmed that Kyiv is fully prepared for his upcoming meeting with U.S. President Donald Trump, saying both the military and economic components of the agenda are ready.
In a statement on October 15, Zelenskyy said the meeting’s agenda is “very substantive” and thanked everyone supporting Ukraine in preparing for the discussions.
He stated that the talks could bring the war closer to an end, noting that the United States can wield this kind of global influence.
Zelenskyy also stressed the importance of ensuring that the international community stands with Ukraine in its ongoing defense efforts.
