Kenya has secured a place in the African Union (AU) Tier One financing category, a move that positions the country among Africa’s largest economies.
During the 49th Ordinary Session of the African Union Executive Council in Addis Ababa on July 28, Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi described Kenya’s elevation as recognition of the country’s growing economic strength and expanding influence across Africa.
“Kenya’s elevation to Tier One is not merely about increased financial responsibility. It is an affirmation of the confidence that Africa has in Kenya’s economic progress, leadership and ability to contribute meaningfully to the continent’s future,” he said.
The promotion places Kenya alongside Algeria, Angola, Egypt, Ethiopia, Morocco, Nigeria and South Africa in the AU’s highest contribution bracket.
Kenya’s Economy Earns Place in AU Tier One
The African Union (AU) assesses its 55 member states under a three-tier financing system, with contributions determined by the relative size and strength of each country’s economy.
Nations classified under Tier One each account for more than four per cent of Africa’s Gross Domestic Product (GDP) and collectively provide close to half of the AU’s operational budget.
Mudavadi said the classification demonstrates the confidence African states have in Kenya’s economic progress and its role in driving the continent’s development agenda.
He noted that Kenya remains committed to supporting the implementation of the AU’s Agenda 2063, including efforts to promote peace and security, deepen regional integration, strengthen intra-African trade through the African Continental Free Trade Area (AfCFTA) and accelerate sustainable development.
Mudavadi added that a financially stronger African Union would be better placed to tackle emerging challenges while advancing solutions designed and financed by African countries.
About AU Economic Status
A country’s classification as Tier One is determined through the African Union’s Scale of Assessment, a financing framework used to calculate how much each member state contributes to the AU’s regular budget and the Peace Fund.
The classification is reviewed every three years through a triennial assessment that evaluates each country’s capacity to contribute. The primary consideration is a member state’s ability to pay, with larger and stronger economies expected to make higher financial contributions.
The assessment also takes into account the principle of solidarity, which encourages all member states to share responsibility for financing the African Union, and equitable burden-sharing, which seeks to distribute financial obligations fairly while preventing the financial burden from falling on only a handful of countries.
Countries classified under Tier One collectively contribute 45.151 percent of the African Union’s total assessed budget, making them the bloc’s largest financial contributors.
Despite the tiered contribution system, the AU has set contribution limits to ensure fairness. Under the framework, no member state is required to contribute more than USD 35 million or less than USD 350,000 towards the combined regular budget and Peace Fund.
“Each member state shall not pay less than USD350,000 or more than USD35,000,000 as a contribution for the regular budget and peace fund combined. The Union is also reviewing the 2020 regular budget to reduce it by USD32 million,” read part of the statement.

The AU financing tiers are structured based on each category’s share of the Union’s total assessed budget, with countries grouped according to their assessed contribution levels:
- Tier One: Countries in this category are assessed at 45.151 per cent of the African Union’s total assessed budget.
- Tier Two: Member states under this category contribute 32.749 per cent of the Union’s total assessed budget.
- Tier Three: Countries classified under this tier account for 22.100 per cent of the AU’s total assessed budget.

What Tier One Status Means for Kenya
Being in Tier One of the African Union (AU) mainly means higher financial responsibility and greater influence within the continental body. It does not grant special legal powers or extra voting rights.
- Higher Contributions: Tier One countries provide a larger share of the AU budget, collectively accounting for about 45 per cent of assessed contributions. The funds support AU operations, programmes and peace and security efforts.
- Economic Recognition: The status signals that Kenya is among Africa’s largest economies, based on its contribution to the continent’s GDP, and places it among key countries shaping AU priorities.
- Greater Responsibility: Tier One members are expected to take a leading role in supporting AU reforms, continental initiatives such as AfCFTA, and efforts to strengthen the Union’s financial independence.
