The Ethics and Anti-Corruption Commission (EACC) plays a crucial role in promoting ethical conduct by requiring individuals applying for public positions to obtain a clearance certificate from the commission.

The EACC clearance certificate document notably verifies that an applicant is not under investigation for corruption-related offenses and has no pending cases of ethical misconduct.
Although the integrity commission does not issue physical clearance certificates, it submits confidential reports to relevant employers after reviewing an applicant’s self-declaration form.

This means that the first step for the process followed when applying for a clearance certificate involves filing and submitting the self-declaration form, commonly referred to as the Integrity Clearance Form.
In a notice on April 4, EACC Chief Executive Abdi Mohamud announced the automation of the self-declaration process, saying that the online system will allow users to fill and submit their self-declaration forms digitally.

“EACC wishes to bring to the attention of the general public that it has automated the process of filling and submitting the Self-Declaration Form. All persons from whom a Self-Declaration is required may access and fill the form online,” read part of the notice.

How to File and Submit EACC Self-Declaration Form
- Visit the EACC website at https://www.eacc.go.ke. On the Home Page main menu, click on ‘online services’. Alternatively, you can access the online portal by typing https://adili.eacc.go.ke/ on your web browser.
- In order to register, create an account on the System. An activation email will been sent to your email account and a code to your mobile phone. To activate your account, click on the link received on your email and input the code sent through SMS.
- Sign in to your account.
- On the System, click on the Basic Information tab. Fill in all the information required and save the details.
- On the System, click on the Self Declaration form tab. Complete the reason for submitting the Declaration. Answer all the questions in this section and then confirm that the details entered are correct. Save the details.
- Download the Self Declaration Form that will be generated, print it and have it commissioned by a Commissioner for Oaths or a Magistrate.
- Scan and upload the commissioned form onto your profile for further internal processing by EACC.
- An automatic acknowledgment receipt will be generated which may be attached in support of the application for self-declaration as may be required.

Note: It is an offence under S.46 (1) (d) of the Leadership and Integrity Act, 2012 to provide false information to the EACC which is punishable by a fine of Ksh5 million or imprisonment for a term of 5 years or both.
Previously, the self-declaration forms for the EACC clearance process were filled manually.
Self-declaration requirement for public office holders is provided for under Sections 12A and 13(2) of the Leadership and Integrity Act.
It applies to individuals seeking election or appointment to state or public offices, board memberships and directorships, judicial appointments, tendering & government procurement.
