Means testing by the Social Health Authority (SHA) in Kenya is a process used to assess the financial capability of households, particularly those without regular income, to determine their contributions to the Social Health Insurance Fund (SHIF).
This process helps ensure that contributions are fair and based on the individual’s or household’s ability to pay.

It also considers socio-economic factors like housing conditions, access to basic services, and household composition.
Additionally, expenditure patterns are analyzed using data from mobile services, banking transactions, credit bureaus, and retail purchases to estimate income.
