The Premier League will enter the new season with a series of rule changes aimed at speeding up matches, reducing time-wasting and improving officiating.
Football’s lawmakers, the International Football Association Board (IFAB), together with the Premier League (PL) and the Football Association (FA), have approved several adjustments that will affect players, coaches and referees throughout the campaign.
Many of the changes are designed to keep the ball in play for longer and discourage tactics that slow down matches.
One-Minute Wait for Treated Players
Players who receive medical assessment or treatment on the pitch will now have to remain off the field for at least one minute after play restarts.
Previously, treated players were required to stay off for only 30 seconds before being allowed to return.
The rule is aimed at reducing time-wasting and discouraging players from exaggerating injuries to break an opponent’s momentum or slow down the game.
During the one-minute period, teams will temporarily play with one fewer player, potentially leaving them exposed on the pitch.
Ten-Second Limit for Substituted Players
Players being substituted will now have just 10 seconds to leave the field of play.

If they exceed the limit, the incoming substitute will not be allowed to enter until the next stoppage in play after one minute has passed.
The rule has been introduced as part of the Premier League’s efforts to curb time-wasting, particularly in the closing stages of matches, when teams protecting a lead often make slow substitutions to run down the clock.
Previously, referees had limited options to deal with players who deliberately delayed their exit from the pitch.
Goal-Kick Countdown Timer
Premier League referees will introduce a new countdown system to combat time-wasting from goal kicks.
When officials believe a team is delaying the restart, they will begin a visible five-second countdown.
If the goal kick is not taken before the countdown expires, the opposing team will be awarded a corner kick.
Throw-In Countdown Timer
The Premier League will introduce a countdown system to prevent teams from delaying throw-ins.
Referees will use a visible five-second countdown when they believe a player is taking too long to restart play from a throw-in.
If the countdown expires before the throw-in is taken, possession will be handed to the opposing team.
The automatic loss of possession is intended to serve as a strong deterrent against unnecessary delays and help keep matches flowing at a faster pace.
VAR Review of Second-Yellow Red Cards
The Premier League will expand the use of Video Assistant Referee (VAR) to include reviews of incidents where a player’s second yellow card results in a red card.
Previously, VAR was not permitted to intervene in such dismissals, even if the decision appeared incorrect.
The change means officials will be able to check whether a player was wrongly sent off after receiving a second caution.
However, VAR will only review cases where the second yellow has already been awarded and has led to a red card, rather than possible incidents that could have resulted in a second booking.
Stricter Action on Holding at Set Pieces
Referees will take a tougher approach to holding, pulling and wrestling inside the penalty area during corners and free kicks.

Officials have been instructed to identify actions that prevent attackers from fairly challenging for the ball and to punish defenders who are focused on restraining opponents rather than playing the ball.
The updated guidance is intended to give players greater freedom of movement during set pieces, an area of the game where physical grappling has often gone unpunished.
Greater Protection for Goalkeepers
The Premier League has instructed referees to take a stricter view of challenges on goalkeepers, particularly during crosses, corners and other set-piece situations.
Officials will penalize attackers who make contact with a goalkeeper without a genuine attempt to play the ball, especially when that contact affects the goalkeeper’s ability to claim, catch or punch the ball.
New Premier League Hair-Pulling Sanctions
The Premier League has clarified the punishment for hair-pulling incidents as part of its updated refereeing guidelines.
Under the new interpretation, a player who deliberately pulls an opponent’s hair with excessive force or brutality will be shown a straight red card.
Less severe incidents will result in a yellow card.
