The Social Health Authority (SHA) has announced that its E-Contracting Portal is now live for healthcare providers seeking contracts under the new contracting cycle.
In a notice dated September 17, 2026, SHA said the portal officially opened at 3:00 p.m. on Thursday.
“The Social Health Authority (SHA) wishes to inform all healthcare providers that the SHA E-Contracting Portal is officially live as of today, Thursday, 17th September 2026 at 3:00 p.m. (EAT),” the statement read in part.
The contracting cycle covers the Primary Health Care Fund (PHCF), Social Health Insurance Fund (SHIF), Emergency, Chronic and Critical Illness Fund (ECCIF), and Public Officers Medical Scheme Fund (POMSF).
Healthcare Providers Required to Submit Fresh Applications
SHA said applications submitted before the official launch were for testing purposes and will be archived.
Healthcare providers must therefore submit fresh applications through the E-Contracting Portal from 3:00 p.m. on September 17.

“All healthcare providers are therefore required to submit fresh applications through the E-Contracting Portal from 3:00 p.m. on 17th September 2026.”
Providers have been advised to ensure that all required information and supporting documents are complete and accurate before submitting their applications.

The Social Health Authority said providers seeking assistance can contact the Authority through its provider management office.
Why SHA Moved to E-Contracting
SHA had earlier announced that the new healthcare provider contracting cycle will run from October 1, 2026, to June 30, 2029.

Contracts were expected to generally run for three years, subject to mid-cycle performance reviews and continued compliance with the required standards.
Additionally, the authority said the applications will remain open continuously, but new providers must complete the full eligibility, verification, and e-contracting process before they can serve SHA beneficiaries.
According to the social health authority and the Ministry of Health, the electronic system was intended to reduce fraud, manipulation and delays associated with manual NHIF contracting and claims processes.
The system is also expected to enable automatic claims processing and faster, rule-based payments.
SHA and the Ministry of Health have further said e-contracting will improve transparency by publishing lists of contracted providers and standardising contracting terms.
Three-Year Contracts for Hospitals and Clinics
In a public notice issued on Thursday, September 17, the authority invited eligible, qualified local healthcare providers and facilities to submit Expressions of Interest to contract under Specially Permitted Procurement Procedure No. SPPP/SHA/002/2026-2027.
The exercise covers providers seeking to serve beneficiaries of the Primary Healthcare Fund (PHCF), Social Health Insurance Fund (SHIF), Emergency, Chronic and Critical Illness Fund (ECCIF) and the Public Officers Medical Scheme Fund (POMSF).
SHA said the contracting process is being undertaken under Sections 33 and 34 of the Social Health Insurance Act, 2023, which require the authority to contract healthcare providers the deliver services under the funds it administers.
The authority said the contracting process will be open to all eligible and qualified local healthcare providers and facilities that meet the prescribed requirements.
Under the program, contracted facilities will provide healthcare services in accordance with approved benefit packages, service scope, and reimbursement tariffs under the Social Health Insurance Act and its regulations.
