The National Police Service (NPS) has celebrated Assistant Superintendent of Police Dr. Fidel Agai as a scholar, researcher, author, and serving officer.
In a statement on May 22, NPS described Dr. Agai as a rare example of a “scholar in uniform,” blending frontline policing with a strong academic background.
“Within the National Police Service (NPS), few stories reflect the intersection of scholarship and policing as compellingly as that of Dr. Fidel Agai, a distinguished police officer, researcher, author, and scholar whose journey embodies resilience, discipline, and intellectual excellence,” wrote NPS.
Dr. Fidel Castro Agai is an officer serving with the National Police Service and is currently attached to the National Police Leadership Academy.
According to the NPS Dr Agai is regarded as one of Kenya’s accomplished scholar-police officers, combining practical policing experience with advanced academic research.

Agai’s Background
He was born and raised in the mist-covered hills of Nyabondo Plateau in Kisumu County, where NPS stated he grew up in a humble farming family.
As a young boy, he spent his early years herding cattle and working on the family farm, experiences that shaped his discipline and resilience.
He attended a Catholic-sponsored primary boarding school before joining Maseno School, where he excelled in his primary education examinations.
His early life in a rural setting instilled in him the values of hard work, determination, and education.
Education
According to NPS, Dr. Agai has built a strong academic background through years of study and hard work, earning all his qualifications with distinction.
He holds a PhD in Sociology, where his research focused on how different justice systems can work together to control crime.
Dr. Fidel Agai completed a master’s degree in Sociology, where he studied how technology can be used to improve policing.
Agai also earned another master’s degree in public administration and management, focusing on issues such as crowd control and mob justice. In addition, Dr. Agai holds a Bachelor of Education (Technology), which laid the foundation for both his academic and professional journey.
His research interests include legal pluralism, public safety, technology in policing, data science, artificial intelligence, and sociological approaches to law enforcement.

Fidel Agai Career and Achievements
Dr. Agai has served in several challenging and high-risk policing environments across Kenya.
In his career, he has served in roles such as:
- Deployment in cattle rustling-prone areas of West Pokot and Turkana, where he gained experience in conflict resolution and customary justice systems
- Serving as Commander of the Quick Response Team (QRT) in the Tana Delta and the Boni Forest, areas affected by security threats
- Serving as Staff Officer in Charge of Operations in Kamukunji Sub-County
- Serving as Officer Commanding Station (OCS) in Buruburu, where he handled urban policing, major public events, and protection of critical installations
Beyond his policing work, Dr. Agai is an author and thought leader; his book, Social Control, examines how formal legal systems can work alongside traditional community justice methods, particularly in addressing crimes such as cattle rustling.
He has also contributed to academic and professional discussions, including guest lectures at the Kenya School of Law.
