Steve Ltumbesi Lelegwe is a Kenyan politician and the Senator for Samburu County under the United Democratic Alliance (UDA) party.

Early life and education

Steve Ltumbesi Lelegwe was born on 14 September 1981 in Samburu, a region characterized by its pastoralist communities and deep cultural heritage in Northern Kenya.

Although specific details of his primary and secondary education remain scarce in public records, his academic journey reflects a consistent commitment to personal growth and higher learning.

In 2002, he enrolled at the University of Nairobi, where he pursued a Bachelor of Science degree in Chemistry, successfully completing the program in 2006.

Lelegwe returned to the University of Nairobi in 2010 to undertake a Master of Arts degree in Project Planning and Management.

He completed his postgraduate studies in 2012, focusing on strategic planning and sustainable project execution.

Demonstrating an unwavering commitment to continuous learning, Lelegwe pursued a Doctor of Philosophy (PhD) in Project Planning and Management at the same institution.

Beginning his doctoral studies in 2014, he successfully defended his thesis and completed the program by 2018.

Professional Career

Before venturing fully into politics, Steve Ltumbesi Lelegwe began his professional career in public administration, gaining valuable experience in electoral processes and grassroots governance.

Between 2010 and 2012, he served with the Independent Electoral and Boundaries Commission (IEBC) as a Deputy Returning Officer/County Returning Officer (DRO/CRO).

In this role, he was responsible for overseeing electoral activities at the county level, ensuring that voting processes were conducted with transparency and efficiency.

By the time he decided to transition fully into politics, Lelegwe had built a solid foundation of administrative experience and policy knowledge.

This background gave him the credibility to seek elective office and the technical capacity to navigate the demands of legislative work once elected.

Political Career

Steve Ltumbesi Lelegwe made his official entry into politics during the 2013 general elections.

In this election, he successfully contested the position of Speaker of the Samburu County Assembly, becoming the inaugural holder of the office following the establishment of county governments.

Building on his experience as Speaker, Lelegwe contested the Samburu County Senate seat in the 2017 general elections.

Running on an Orange Democratic Movement (ODM) ticket, he defeated incumbent Senator Sammy Leshore, securing his first term in the 12th Parliament.

In August 2022, ahead of the next general election, Lelegwe shifted his political allegiance to the United Democratic Alliance (UDA), aligning himself with the party led by President William Ruto.

Running on the UDA ticket in the 9 August 2022 general election, he secured re-election by garnering 40,066 votes, defeating his closest rival, Lkitonga Lengolos of Jubilee Party.

In the 13th Parliament, Lelegwe was appointed Vice Chairperson of the Senate Committee on Roads, Transportation, and Housing, where he played a key role in shaping policies related to infrastructure and urban development.

Additionally, he became a member of the Committee on National Security, Defence and Foreign Relations and the County Public Accounts Committee.

One of his notable contributions was sponsoring the Livestock Protection and Sustainability Bill (Senate Bill No. 32 of 2024), aimed at safeguarding the economic interests of pastoralists and promoting sustainable livestock practices.

This initiative reflected his deep understanding of the socio-economic realities of his constituents, many of whom rely on livestock for their livelihoods.

Lelegwe has also been an active member of the Pastoralist Parliamentary Group (PPG), serving on its Executive Committee.

Throughout his political career, Steve Ltumbesi Lelegwe has been recognized for his pragmatic approach to leadership, blending his academic expertise in project planning with his experience in governance.

However, as a Kenyan Senator, he earns a gross monthly salary of approximately Ksh 739,600, which includes:

  • Basic salary: Ksh443,760
  • House allowance: Ksh150,000
  • Salary market adjustment: Ksh145,840

Senator Ltumbesi Lelegwe is also entitled to various benefits and allowances, including:

  • Official car (or car maintenance allowance of Ksh356,525 per month)
  • Medical cover for the senator, spouse, and up to five dependent children
  • Airtime allowance: up to Ksh20,000 per month
  • Official residence, security, and travel allowances in accordance with SRC-approved rates
  • Retirement benefits, including gratuity equivalent to 31% of annual pensionable earnings or contributions to a recognized pension scheme
  • Group life insurance valued at three times annual pensionable earnings
