Paul Otuoma Nyongesa is a Kenyan politician and the current Governor for Busia County under the Orange Democratic Movement (ODM) party.
Early life and education
Paul Nyongesa Otuoma was born on September 15, 1966, in Busia County, located in the former Western Province of Kenya.
Otuoma began his formal education in the mid-1970s, enrolling at Bukhulungu Primary School. He completed his Certificate of Primary Education (CPE) in 1979, emerging among the top-performing pupils in the region.
His strong academic performance earned him admission to St. Paul’s Amukura Secondary School, where he undertook his O-Level studies between 1980 and 1983.
After successfully completing his O-Levels, Otuoma advanced to Highlands High School (now known as Kabarnet High School) for his A-Level studies, which he pursued from 1984 to 1985.
In 1986, Otuoma enrolled at the University of Nairobi, joining the Faculty of Veterinary Medicine, driven by a passion for animal health and agricultural development.
He graduated in 1991 with a Bachelor of Veterinary Medicine (BVM) degree, officially qualifying as a veterinary surgeon.
Otuoma returned to the University of Nairobi a decade later to pursue a Master of Business Administration (MBA), specializing in strategic management.
He undertook the program between 1999 and 2001, graduating with advanced training that would later prove crucial in both his business ventures and public service career.
Professional career
After graduating with a Bachelor of Veterinary Medicine (BVM) degree from the University of Nairobi in 1991, Paul Nyongesa Otuoma began his career with humble beginnings.
Initially, he worked briefly as a waiter, a period he often recalls as formative in instilling discipline and resilience.
Later that same year, he joined Agromed Limited, a company representing Bayer Pharmaceuticals in Kenya, where he gained his first experience in the veterinary pharmaceutical industry.
In 1994, Otuoma transitioned to Bayer AG, taking up the role of Sales Representative for their veterinary products division.
By 2000, he was posted to South Africa as Business Development Manager for East and Central Africa, a role that involved overseeing operations across several countries, including Kenya, Uganda, Tanzania, and Ethiopia.
His international experience at Bayer gave him a regional perspective on trade, animal health, and agricultural economics.
In 2003, he established Mwanga Agrovet, a chemical distribution company focused on agricultural and veterinary products.
At the same time, he diversified into the beverages industry by founding Nyando Limited, a Kenya Breweries Limited (KBL) keg beer distributorship based in Kisumu.
He undertook the program between 1999 and 2001, balancing his studies with professional responsibilities.
In 2007, leveraging his professional accomplishments and growing community involvement, Otuoma contested and won the Funyula Constituency parliamentary seat under the Orange Democratic Movement (ODM) banner.
Political career
Paul Nyongesa Otuoma joined active politics during the 2007 General Election, contesting the Funyula Constituency parliamentary seat on an Orange Democratic Movement (ODM) ticket.
Otuoma won decisively, marking the beginning of his legislative career at the national level. His performance and growing influence within ODM saw him entrusted with greater responsibilities.
In 2010, during a cabinet reshuffle by President Mwai Kibaki, Otuoma was appointed Minister for Local Government.

In the 2013 General Election, Otuoma successfully defended his Funyula parliamentary seat, once again running on the ODM ticket.
By 2017, Otuoma set his sights on the governorship of Busia County, challenging the incumbent Governor Sospeter Ojaamong during the ODM primaries.
The nomination contest was highly contentious, with disputes over vote tallying and allegations of irregularities.
Otuoma rejected the ODM primary results and ultimately ran as an independent candidate in the general election.
Despite mounting a vigorous campaign, he narrowly lost to Ojaamong, who retained his seat.
Following the defeat, Otuoma took time to consolidate his political base and reflect on strategies for the future.
His persistence paid off in the 2022 General Election, when he returned to ODM and secured the party’s nomination for governor, with Ojaamong constitutionally barred from seeking a third term.
On August 9, 2022, Otuoma won the Busia gubernatorial election, defeating his closest rival, Sospeter Ojaamong’s preferred successor, independent candidate Francis Ojiambo, by a significant margin.
As governor, Otuoma has focused on strengthening cross-border trade between Kenya and Uganda, revitalizing agricultural productivity, and addressing healthcare infrastructure gaps.
