President William Ruto, alongside several cabinet secretaries, has announced a series of state appointments.
In a gazette notice dated Friday, October 21 2025, former Governor of Taita Taveta County, John Mruttu, was reappointed as the Chairperson of the Agricultural Finance Corporation for another three-year term by Agriculture Cabinet Secretary Mutahi Kagwe.
“IN EXERCISE of the powers conferred by section 4 (2) (a) of the Agricultural Finance Corporation Act, the Cabinet Secretary for Agriculture and Livestock Development reappoints JOHN MTUTA MRUTTU to be a Member of the Board of the Agricultural Finance Corporation, for a period of three (3) years, effective from 21st November 2025. Dated 21st November 2025,” read the notice.

Additionally, John Mruttu was reappointed as a Member and Non-Executive Chairperson of the Board for another three years, also effective 21st November 2025.
President William Ruto has also reappointed James Waore Dianga as the Non-Executive Chairperson of the Board of Directors of the Lake Basin Development Authority.
“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, reappoint JAMES WAORE DIANGA as the Non-Executive Chairperson of the Board of Directors of the Lake Basin Development Authority for a period of three (3) years, effective from 21st November 2025. Dated 21st November 2025,” stated Ruto.

Elsewhere, Education Cabinet Secretary Julius Ogamba announced the appointment of Prof. Peter Keiyoro as the Non-Executive Chairperson of the Council for a period of three years, effective 21st November 2025.
Energy Cabinet Secretary Opiyo Wandayi also appointed Eng. Francis Agar as a Member of the Nuclear Power and Energy Agency for three years.
“IN EXERCISE of the powers conferred by section 58 (e) (i) of the Energy Act, 2019, the Cabinet Secretary for Energy and Petroleum appoints FRANCIS AGAR (ENG.) as a Member of the Nuclear Power and Energy Agency, for a period of three (3) years, effective from 21st November 2025,” read the gazette notice.
Profile of John Mruttu
John Mruttu is a seasoned Kenyan technocrat and politician. He served as the first Governor of Taita Taveta County from 2013 to 2017, having been elected on an Orange Democratic Movement (ODM) ticket.
He lost his re-election bid in 2017 against Wiper candidate Granton Sambora and was unsuccessful in a comeback attempt in 2022.

With over 30 years of experience in the public and private sectors, Mruttu has worked in the UK, India, Norway, and South Africa.
He served as the Chief Executive Officer (CEO) of the Kenya Petroleum Refineries Limited (KPRL), rising through the ranks from a chief engineer position that he started in 2000.
