Second-hand car sellers have decried disruptions and low turnover in their businesses due to the recent migration of the National Transport and Safety Authority (NTSA) system to e-citizen.
Charles Munyori, the Secretary General of the Kenya Auto Bazaar Association which represents interests of second-hand car dealers said vehicle transfer services had been affected since the migration.
He went on to single out services including transfer of logbooks and registration of vehicles as some of the services that have slowed down and hence their losses.
Despite the slow progress in transferring or registering logbooks, the Association’s chair said NTSA was yet to respond to their concerns.
“We have been stuck since they migrated the system last month,” the Chair is quoted by the Nation.
“We cannot make logbook transfers and registrations and NTSA is not saying anything about it.”
Despite assurances that the new system will be seamless, NTSA’s new system has been plagued with complaints from Kenyans lamenting about slow progress.
On Wednesday, January 23, NTSA issued a statement notifying the public about the process of transferring vehicles under the new system.
According to the authority, the process of transferring a vehicle will take three working days in the new system.
To complete the process of transferring a vehicle, both the seller (initial owner) and buyer (would-be buyer) will be required to have active E-Citizen accounts.

NTSA breaks down process of vehicle transfer
The process, according to NTSA, should be initiated by the seller on E-Citizen by selecting the authority’s service portal and the vehicle he or she wants to transfer to start the application for the vehicle transfer.
Subsequently, the seller will upload a logbook of the vehicle in pdf format and fill the details of the new owner.
The seller will later proceed to pay for the transfer process and confirm his or her consent in the transfer exercise by clicking on the consent notification.

On the other hand, the buyer will be required to similarly log into the E-citizen service portal to either accept or decline the consent to take over ownership of the vehicle.
Then proceed to fill in the required details, scroll down, tick the declaration box, click preview and submit for approval.
The authority announced the move to integrate its services with the E-Citizen platform in line with the directive to unify all government services under a single paybill number 222222.
Consequently, services including logbook replacement and motor vehicle transfer that were formerly accessible through the E-Tims have shifted to the e-Citizen platform.
