The Council of Legal Education (CLE) has announced the appointment of Prof. Jack Mwimali as its Secretary and Chief Executive Officer.
In a notice issued on Tuesday, September 2, CLE said Prof. Mwimali brings extensive expertise and experience in academia and legal practice.
The council noted that his background will help “accelerate CLE’s mission to ensure quality legal education through responsive regulation and effective administration of the Bar Examination.

He takes over from Jeniffer Gitiri, who has been serving in an acting capacity.
Mwimali has over 15 years of experience working in academia, the private sector, and the public sector. Prior to his appointment, he worked as the CEO of Kenya Law Report.
Prof. Mwimali holds a PhD from the University of Birmingham, School of Law, UK, a Master of Laws from Lund University, Sweden, and a Bachelor of Laws (LL.B) from Mysore University, India.

The Council of Legal Education (CLE) is an independent body established in 1995 to organise and conduct courses for the development of legal professionals.
The council oversees the Kenya School of Law, which offers practical training in law for the professional development of lawyers and other legal practitioners.
Council of Legal Education Grapples with Leadership Wrangles
However, CLE has faced leadership challenges over the past three years, with the CEO position having been largely held in an acting capacity.

Former Acting Chief Executive Officer Mary Mugure stepped down in September 2023, just days after staff went on strike over allegations of mismanagement and high-handedness.
Staff had accused the institution’s top leadership of misconduct, misappropriation of funds, and leaking CLE examination materials, with reports that some candidates copied the marking scheme verbatim.
They also demanded the dissolution of the board and the removal of a senior official, raising questions about the qualifications of those holding office.
According to an advertisement for the CEO position, candidates are required to have a bachelor’s degree in law from a recognised university, a master’s degree in any field, and at least 10 years of experience.
Mugure had been appointed in an acting capacity after CLE dismissed its CEO, Emmanuel Wambua, in 2022. Wambua had been at the helm of the institution since December 2021.
