Members of Parliament (MPs) have proposed a new plan to enhance the performance of all National Government Constituency Development Fund (NG-CDF) managers nationwide.
The Decentralized Funds Accounts Committee, chaired by Mwingi Central MP Dr. Gideon Mulyungi has recommended the recognition and possible award of accolades to specific NG-CDF Managers for commendable service delivery.
In a meeting on August 26, the Audit Committee indicated its intention to engage the NG-CDF Board on ways to adequately recognize and positively recognize Account Managers who perform well across the 290 Constituencies, and encourage others to emulate their good work.
The MPs were speaking in Kisii County, where the Committee convened meetings to audit the Reports of the Office of the Auditor General for the Bomachoge Chache, Kitutu Chache North, and Kitutu Chache South Constituencies for the financial years 2013/14 and 2022/23.
Kitui Rural MP David Mboni said that the best-performing NG-CDF managers should be recognized, while those who perform poorly should be called out.
It is time that the NG- CDF Board gives due recognition and accolades for work well done by some of these managers. And in the same way, the underperforming managers should be called out publicly so as to improve their service delivery.
Committee Calls for Intersectoral Management of NG-CDF
Dr. Mulyungi said that the experience the MPs have had at the helm of auditing NG-CDF Accounts demands an inter-sectoral convention to highlight successes and address the challenges faced by the Fund.
He stated that the Office of the Auditor General, the National Treasury, and the National Assembly must come together and discuss the issue for the sustainability of the Fund and ensure efficient service delivery to the people.
“Our experiences from workings with and auditing these managers should be used as a guide by the Board to promote, reward, retain, and even dismiss them accordingly,” he stated.

MPs Applaud Kitutu Chache North Constituency Manager
The MPs acknowledged the great work done by Kitutu Chache North Constituency Account Manager Edwin Kimutai who has served since 2013/2014.
They called on the Board to convene a forum for all account managers, the Board, and MPs to address recurring audit matters across multiple Constituencies.

“Mutai is clearly a very hands-on Account Manager, despite handling two Constituencies simultaneously. He should be cited as an example for others to emulate,” Nominated MP Dorothy Muthoni said.
The Committee is scheduled to continue its audit of the accounts of Nyaribari Chache, Nyaribari Masaba, Kitutu Masaba, Borabu, and South Mugirango Constituencies in the next couple of days in Kisii County.
