Eveleen Jesang Mitei was appointed acting Chief Executive Officer (CEO) of the Teachers Service Commission (TSC) on June 23, 2025, following the exit of long-serving CEO, Nancy Macharia, who proceeded on terminal leave and retirement.
Her appointment came on the back of a long-standing career in public service, specifically in the education sector.
Mitei began her career in 1994 as a graduate teacher at Samoei Secondary School in Nandi County and later served as acting Deputy Head Teacher.
In 1999, she joined the Teachers Service Commission (TSC) and served as a Human Resource Manager, overseeing the recruitment and selection, deployment, and remuneration of employees nationwide.
At the Teachers Service Commission, she has served in several senior roles, including Deputy Director of the Human Resource Directorate, Senior Deputy Director (HR), and Director of Teacher Discipline Management (TDA), overseeing teacher conduct, disciplinary, and policy implementation.

In terms of academic qualifications, Mitei holds the following credentials:

Bachelor of Education Arts from Moi University. She studied a Bachelor of Education in English and Literature from Moi University between 1990 and 1994.

Master of Science (MSc) in Human Resource Management from the University of Manchester, United Kingdom.

She is currently pursuing a Doctor of Philosophy (PhD) in Human Resource Management at Jomo Kenyatta University of Agriculture and Technology (JKUAT).

Duties and Responsibilities of Eveleen Mitei as the TSC CEO
According to the TSC, the duties and responsibilities of the CEO include:
(a) Being the head of the secretariat.
(b) Acting as the Accounting Officer of the Commission.
(c) Serving as the custodian of all records of the Commission; and
(d) Being responsible for:
i) Executing decisions made by the Commission.
ii) Assigning duties to and supervising the staff of the Commission.
iii) Facilitating, coordinating, and ensuring the execution of the Commission’s mandate.
iv) Ensuring staff compliance with public ethics and values.
v) Properly implementing Part IV of the Act; and
vi) Performing additional duties as assigned by the Commission under the Act or any other written law.
