Former Siaya County Assembly clerk Felix Olwero has allegedly been shot dead by police, as reported first by Standard Media.
Olwero was killed at Whitehouse Resort in Seme, Kisumu, during a break-in response around midnight.
Fidel Omondi, his close friend, mourned the late Isaac Felix Olwero, describing him as a pillar and motivator in his life. Omondi recalled meeting Olwero on the evening of Sunday, August 17, before his death, not knowing it would be their final conversation.
He expressed shock after receiving news that Olwero had been shot, saying his passing has left him deeply hurt.
“In the middle of the night, around 1 a.m., we received the sad news that you had been shot. This has broken me because you were always my pillar and motivator. Go well, my friend,” he wrote on Facebook.

Olwero, who was employed by the county assembly on July 30, 2014, as a clerk, was in 2019 accused of embezzling public funds.
He was alleged to have signed a cheque and irregularly authorised the transfer of Ksh2 million from the Assembly’s car loan and mortgage account into his personal account through a questionable procedure.
He also faced accusations of concealment and non-disclosure of financial information, contrary to Section 198 (1)(c) of the Public Finance Management Act, 2012, and Section 23 of the Public Officer Ethics Act, 2003.
The Kisumu Labour Court, however, quashed the decision by Siaya MCAs to remove him from office. Despite this ruling, the County Assembly Service Board later imposed a three-month interdiction on him.
In 2019, the board had suspended Olwero over claims of gross misconduct. The suspension was meant to pave the way for investigations into an alleged withdrawal of Ksh2.9 million from the car loan and mortgage fund on September 1, 2015.
Aggrieved by the decision, Olwero filed a suit at the Environment and Labour Relations Court in Kisumu, challenging the manner in which the county assembly had suspended him. The court directed that he be reinstated to his position as clerk.

Woes of Olwero
However, the board maintained that since the matter was one of public law, the court did not address the merits of the allegations, the conduct, or culpability of the clerk.
“The decision of the court was thus a public law remedy that does not prohibit the board from proceeding with fresh disciplinary procedures against you in accordance with the law,” the board stated in a letter.
Siaya MCAs last year unanimously resolved to remove Isaac Felix Olwero as the Clerk of the House. The House approved Olwero’s removal from office on grounds of alleged gross violation of the Constitution, gross misconduct and misbehaviour.
It considered the report of the Select Committee probing the allegations that were levelled against the embattled clerk and thereafter approved the motion, which had recommended the revocation of his appointment.

He later moved to court to challenge his dismissal; however, in June this year, the Employment and Labour Relations Court in Kisumu dismissed his lawsuit.
Olwero had accused the county assembly of acting with malice and improper motive in terminating his employment and revoking his appointment.
However, in a judgment delivered on June 19, 2025, Justice Nzioki wa Makau held that Olwero could not prove malice and improper motive.
Olwero went to court seeking to be reinstated or compensated with 12 months gross salary by the county assembly of Siaya following his dismissal from work.
