Inspector general of police Japhet Koome on Tuesday, June 18 met with Haiti Police official Joachim Prohete at the National Police Service (NPS) headquarters in Nairobi.
In a statement, the NPS noted that the two police bosses alongside the Haitian delegation held discussions regarding the upcoming NPS-led Multilateral Security Support Mission to the troubled Caribbean country.

Joachim Prohete stated that the people of Haiti are counting on Kenya’s support to end the war orchestrated by gangs in the country.

IG Koome in turn, assured the Haitian Police, that the Kenyan National Police Service remains committed to collaboration in the mission.
“NPS remains committed to collaboration in the mission, for the good of the people of Haiti especially women and children,” assured IG Koome.

Also at the meeting were Deputy Inspector General (DIG) from Kenya Police Service Douglas Kanja, and Noor Gabow, another DIG from Administration Police Service.
Of note is that Noor Gabow is leading the NPS team for the mission in Haiti.

Ruto Mission to the Carribean Nation
This meeting comes after President William Ruto confirmed Kenya’s promise to send officers to the troubled Caribbean nation in late May 2024.
Ruto on May 31 stated that he was sure the United Nations Security Council (UNSC) Resolution’s instructions would be carried out.
In addition, the head of state noted that he believes Kenyan police will help bring peace in Haiti after getting a detailed report from the team that checked how ready Kenya was to send officers to the Caribbean Nation battling deep humanitarian crisis fueled by armed gangs.
Haiti New Prime Minister
Nonetheless, Haiti formed a new government on June 11, 2024. The Haitian Transitional Council appointed a new cabinet ahead of the anticipated deployment of Kenya police forces.
The announcement of the new cabinet came two weeks after Garry Conille was named as the temporary prime minister by the council.
Conille is returning as prime minister after serving in the role more than ten years ago. He previously worked as a senior official at UNICEF.
In the new cabinet, the prime minister would also be the interior minister, overseeing much of Haiti’s security forces and intelligence operations.

Carlos Hercule, a lawyer who previously led the Port-au-Prince bar association and was part of an electoral council preparing for Haiti’s next elections, now heads the justice ministry.
He is responsible for the struggling legal system and the country’s police fighting against powerful gangs.
Jean Marc Berthier Antoine leads the defense ministry, supervising Haiti’s small army that was reinstated in 2015 after being disbanded in 1995.
Likewise, Dominique Dupuy, a former UNESCO ambassador and ex-member of the transitional council, was appointed the foreign affairs minister.
