Nairobi Governor Johnson Sakaja has suspended the Chief Officer for Urban Planning, Patrick Akivaga Analo, and restructured the county’s Urban Planning Committee, signaling ongoing internal investigations within the department.
In a statement dated June 5, Sakaja said the move follows action by the Ethics and Anti-Corruption Commission (EACC), which is probing allegations of corruption and the recovery of large sums of money linked to Analo.
“Subsequently, the County Chief Officer Urban Planning, Patrick Akivaga Analo, is immediately suspended pending conclusion of the investigation. The officer will not be allowed to access his office, any official documents, or any official systems during this period. Mr. Dominic Mutegi, the Director of Development Management, shall act in this capacity effective immediately,” the statement read in part.
The governor emphasized that the county administration would cooperate fully with investigators while upholding due process.
“Corruption has no place in public service. Every public officer is individually accountable for their actions and must be prepared to answer to the law where allegations of wrongdoing arise,” the statement said.
He added that the administration remains committed to integrity, transparency, and accountability while upholding the presumption of innocence until proven guilty.

Sakaja Suspends Analo, Replaces Him With Dominic Mutegi
Sakaja also appointed Dominic Mutegi, currently serving as Director of Development Management, to take over the responsibilities of the office in an acting capacity.
The appointment takes effect immediately and is intended to ensure continuity in operations within the critical department.
In addition, the governor ordered the immediate reconstitution of the Urban Planning Technical Committee, which is responsible for processing all development approvals.
The county has already reached out to professional bodies and agencies, including the Civil Aviation Authority, the Institute of Planners, and the Engineers Board of Kenya, to nominate representatives to the committee.

Sakaja further announced the suspension of all development approval processes until the committee is fully reconstituted.

Urgent cases will be handled by the County Executive Committee Member for Built Environment and Urban Planning, Patrick Mbogo, in line with existing laws.
To strengthen oversight, the county has also proposed the inclusion of an EACC liaison officer to work with the committee and assist the public on matters related to urban planning and development control.
Separately, Governor Sakaja appointed Ibrahim Auma Nyangoya as the acting County Executive Committee Member for Finance and Economic Planning, succeeding Charles Kerich.
Kerich’s position came after he was sentenced to three months in prison for contempt of court in May, with subsequent reports indicating he had not been taken into custody and may have left the country following the ruling.
Sakaja assured Nairobi residents that service delivery would not be disrupted, even as investigations and administrative changes continue.
