Isiolo Governor Abdi Guyo survived an impeachment attempt after the Senate on July 8 dismissed the proceedings on procedural grounds, allowing him to retain his position as county governor.
In a statement, the Senate ruled that the Isiolo County Assembly had failed to properly convene sittings necessary for the lawful passage of the impeachment motion.
“The Senate finds that the County Assembly of Isiolo did not appropriately hold sittings on the 18th of June 2025, and 26th of June 2025, to table, debate, and pass a vote on the motion for the proposed removal from office by impeachment of the Governor of Isiolo County, Hon. Abdi Hassan,” read the Senate’s decision.
“The impeachment proceedings terminate forthwith. As a result, Abdi Guyo retains his seat as the Governor of Isiolo County.”
In a decisive vote, 31 elected senators voted in favour of the objections, effectively terminating the impeachment bid.
12 senators voted against the motion, seeking to proceed with the case.
During deliberations, lawmakers stressed the importance of adhering strictly to the Constitution and relevant laws when handling impeachment matters.
Isiolo Governor Abdi Guyo Impeachment
Governor Guyo’s impeachment began on June 26 when 16 out of 18 Members of County Assembly (MCAs) voted to impeach him.
The motion, introduced by Sericho MCA Abubakar Godana, cited gross misconduct, abuse of office, and violation of the Constitution.

Among the allegations were stalling development projects and underperformance in revenue collection.
However, a High Court order issued earlier on June 17 had halted the process pending a full hearing.
Justice Heston Nyaga, while reviewing the petition, ruled that the application had merit and ordered it served to respondents by close of business the same day.
This court order raised questions about the legality of the Assembly’s actions in proceeding with the impeachment vote.
It was the Senate’s interpretation of procedure that spared the governor.
Governors Who Faced Impeachment
By determining that proper sittings had not occurred on the key dates in June, Senators voided the process entirely.
The decision is a reprieve for Guyo, who now continues in office without formal sanction or reprimand.

Guyo is the latest in a growing list of Kenyan governors to face ouster since Kenya adopted a system of devolved power in 2013.
Meru Governor Kawira Mwangaza, who was impeached in August 2024 and later removed following a High Court ruling in March 2025.
Nairobi’s Mike Sonko, who was ousted in December 2020.
Kiambu’s Ferdinand Waititu, removed in January 2020 and Embu’s Martin Wambora, who survived multiple impeachment attempts starting in 2014.
