Kenya and the United States have agreed to strengthen naval cooperation following talks between Kenya Navy Commander Major General Paul Otieno and United States Chief of Naval Operations Admiral Daryl Caudle in New York.
The meeting focused on expanding cooperation between the two navies and strengthening the Kenya Navy’s operational capacity, according to the Kenya Defense Forces (KDF).
The talks were held on the sidelines of the International Naval Review and International Aerial Review (INR/IAR 250), which brought together chiefs of navies and senior military officials from more than 50 countries during celebrations marking the 250th anniversary of the United States and the US Navy.
During the meeting, Otieno and Caudle discussed expanding cooperation between the Kenya Navy and the US Navy and strengthening the Kenya Navy’s operational capacity.
KDF said that the discussions also reaffirmed Kenya’s role in promoting security in the Western Indian Ocean, where the country remains a key partner in efforts to secure international shipping routes.
“The gathering provided an important platform for strategic dialogue among naval leaders. Major General Otieno participated in high-level multilateral engagements that examined opportunities to strengthen naval cooperation, improve interoperability, and develop coordinated responses to emerging maritime security challenges,” KDF stated.
“Their discussions focused on expanding Kenya–United States naval cooperation and accelerating initiatives designed to enhance the operational capability of the Kenya Navy. The engagement also reaffirmed Kenya’s strategic importance as a leading maritime anchor state in the Western Indian Ocean and a reliable partner in promoting regional maritime stability.”

The discussions also reinforced the “value of enduring partnerships founded on mutual trust, professional collaboration and a common vision for a safe, secure and prosperous maritime environment.”
Major General Otieno led the Kenya Defence Forces delegation to the week-long event held in New York from July 1 to July 8.
The International Naval Review brought together naval commanders and senior defence officials from allied and partner nations for discussions on maritime security and military cooperation.
The programme included a naval review along the Hudson River led by the US Coast Guard Cutter Eagle, followed by aerial displays by the US Navy Blue Angels and military aircraft from partner countries.
US Vice President J.D. Vance presided over the celebrations aboard the USS Kearsarge and the USS Nimitz.
He said cooperation among partner navies remains critical in protecting global trade routes and responding to emerging security threats.

Meeting with Japan
While in New York, Otieno also met Admiral Akira Saito, Chief of the Japan Maritime Self-Defense Force, during a reception aboard the Japanese training ship JS Kashima.
The two military leaders discussed ways to expand maritime cooperation between Kenya and Japan and to strengthen ties between their navies.
Major Grace Dieka also represented Kenya in a leadership and mentorship programme for New York Girl Scouts aboard USS Arlington.
Hosted by US Navy Vice Admiral Yvette Davids, the programme focused on leadership development and encouraging young women to pursue careers in the military.
