Interior Cabinet Secretary Kithure Kindiki has revoked a legal notice by the Private Security Regulatory Authority (PSRA) on February 5, cancelling the certificates of registration and licenses of 9 private companies.
In a notice dated March 21, the CS indicated that the previous notice would not be enforced.
However, Kindiki’s notice did not explain the reason for the u turn on the directive.
“IT IS HEREBY NOTIFIED for the general information of the public that the Cabinet Secretary for Interior and National Administration has revoked Legal Notice No. PSRA/001/2024 dated 5th February 2024 by the Private Security Regulatory Authority as published in MyGov Newspaper on 6th February 2024,” the notice read in part.
In the February 5 notice, the Private Security Regulatory Authority (PSRA) cancelled the licenses of nine non-compliant private security companies explaining that they had breached certain provisions.

Previous Notice Revoked by Kindiki
In the February 5 notice, PSRA indicated that the nine companies had employed and/or engaged Private Security Officers who were not in possession of Guard Force Numbers as proof of registration.
Also, the PSRA clarified that the nine companies either failed to adhere to, rejected, or neglected to comply with minimum wage regulations.
Furthermore, the Authority cautioned individuals, potential clients, or representatives of clients regarding the procurement, hiring, or any other form of engagement of security services from the aforementioned nine companies.
“The companies have contravened Section 33 of the Act having employed and/or engaged Private Security Officers who are not in possession of Guard Force Numbers as proof of registration by the Authority in accordance with the provisions of the Act,” stated the notice.

Atwoli’s Woes with PSRA Boss
Central Organization of Trade Unions (COTU) Secretary General Francis Atwoli has in the past locked horns with PSRA boss Fazul Mahamed, calling for his resignation, arrest and prosecution.
In a statement, the COTU boss accused Fazul of holding office illegally, explaining that he secured the job using a fake degree.
Atwoli’s attack on Fazul was a response to a letter the CEO wrote ordering all private security firms to stop remitting monthly contributions to the COTU from security guards’ paychecks.
However, the statement was met with retaliation from the union which indicated that its contents were not anchored in any law.
“The letter from Fazul Mahamed does not come as a surprise to COTU (K) taking in mind that in 2016 the EACC declared Fazul a fraud and a sham who is unqualified to hold a public office claiming he had a fake degree,” stated Atwoli.
