The Kenya National Examinations Council (KNEC) has released guidelines for the registration of candidates for the 2025 Kenya Junior School Education Assessment (KJSEA) and Kenya Pre-vocational Level Education Assessment (KPLEA).
The registration process is set to begin on March 3, 2025, and close on March 28.

In a circular dated February 24, 2025, KNEC emphasized the importance of accurate and timely registration, warning against malpractices such as the registration of ghost candidates, which could lead to the de-registration of schools as assessment centers.
Heads of institutions have been directed to ensure that all Grade 9 learners are registered afresh through the KJSEA Registration portal, accessible via cbasa.knec.ac.ke.

Registration Requirements of KJSEA by KNEC
For the KJSEA, eligible learners must:
- Be listed in the Grade 9 database.
- Possess a KPSEA Performance Report.
- Have School-Based Assessment (SBA) scores for Grades 7 and 8 in all Learning Areas.
Heads of institutions are also required to verify the accuracy of registration data, including the correct spelling of learners’ names, gender, year of birth, citizenship, and religious education options.

Any requests for transfers at Grade 9 must be done online to avoid double registration.
For the KPLEA, teachers will guide the identification of learners based on their readiness to sit the assessment. Institutions will register these learners through the KPLEA Registration portal.
At the same time KNEC announced that while the government will cover assessment fees for all learners in public and private schools, non-citizen learners will be required to pay Ksh4,500.00 through the e-citizen platform.

Furthermore, KNEC announced that schools with fewer than five candidates will not be allowed to register as independent assessment centers and must collaborate with their Sub-County Directors of Education (SCDEs) to identify approved centers.
Additionally, assessment centers with fewer than 30 candidates will be hosted in centers designated by the SCDEs.
Moreover, KNEC announced that it is currently inspecting new institutions that have applied to become assessment centers for the 2025 KJSEA.
Feedback on these applications will be communicated through the SCDEs’ office, according to the statement.
At the same time, institutions seeking to become new assessment centers must submit several documents, including a certified copy of a valid registration certificate and a filled inspection questionnaire from the SCDE’s office.

KNEC also stated that in line with the Data Protection Act of 2019, center managers must obtain consent from parents or guardians for the collection of personal data.
The examination council also assured parents and guardians that the data will be used solely for assessment purposes and will adhere to all data protection regulations.
