The Public Service Human Resource Management and Development Bill, 2024 has outlined changes in the promotion guidelines for all public servants.
The bill is an act of parliament to provide uniform norms and standards in human resource management in the public service across both national and county governments.

It has a comprehensive framework covering appointments, salaries, allowances, standards of conduct, promotions, retirement and pension, disciplinary control, conditions of service, and qualifications.
Further, promoting a person to hold a public office or a public service entity shall be guided by the values and principles in Article 232 of the Constitution.

Promotion Guidelines for Public Servants According to the Bill
The promotion of public servants will be according to the following values and guidelines:
- Merit Bared
The Bill proposed a more merit-based system for promotions. This is by checking public servants’ performance, skills and service delivery.

- Fair and Clear Criteria
Additionally, the bill shall offer equal opportunities to all. This shall include both men and women, minorities and marginalized groups, persons with disabilities, and the youth.
- Balanced Ethnic Representation
The bill seeks to ensure the representation of Kenya’s diverse communities and members of all ethnic groups.
- Quality Performance
Before a public servant is promoted the public entity must check on the quality of work, achieving set targets, leadership qualities contributions and goals of the public service.
- Enhanced Accountability in Promotions
To curb favouritism and corruption, the bill allows the establishment of oversight during the promotion process.
6. Timely Promotions
The bill proposed a time-bound promotion cycle to ensure that employees are given clear timelines in the case of promotion and regeneration.

The values and principles of public service according to the Kenyan Constitution will play a vital role in ensuring promotion guidelines are adhered to.
They include high standards of professional ethics, efficient, effective, and economic use of resources; responsive, prompt, effective, impartial, and equitable, involvement of the people in the process of policymaking. and accountability for administrative acts.
