NTSA Sets 8 Requirements for Commercial Vehicles

The National Transport and Safety Authority (NTSA) has listed eight requirements for all commercial service vehicles.

NTSA announced on Monday, January 27, that the requirements are in line with the (Operation of Commercial Service Vehicles) Regulations, 2025.

The Authority said Commercial Vehicles must have a third-party insurance cover and a valid vehicle inspection certificate.

They must also have installed a speed limiter conforming to the applicable Kenyan Standard as stipulated by the Kenya Bureau of Standards (KEBS).

Besides, the vehicles must have installed a vehicular telematic system conforming to the applicable 6 Kenyan Standard as stipulated by the KEBS.

“Have retro reflective contour markings with a minimum width of two inches that conform to the applicable Kenyan Standard as stipulated by the Kenya Bureau of Standards as illustrated in the Second Schedule,” NTSA said.

Additionally, NTSA said the vehicles must carry an efficient fire extinguisher that is maintained in perfect order and be carried in such a position to be readily available for use at any time.

They must also have a first aid outfit sufficient to deal with any reasonable emergency.

The Authority said PSVs must have installed underride protection devices on the rear and side of commercial vehicles where applicable as stipulated by KEBS.

NTSA Guideline for School Buses

The Authority recently announced new traffic rules to enhance the safety of school children as contained in the Draft Traffic (School Transport) Rules 2025.

Among the proposals include the use of vehicle attendants in school transport vehicles and reflectorized red stop signal arms installed on the front and rear right hand for over 30 feet vehicles.

Further, there will be crossing guards responsible for directing, controlling, and managing traffic at school entry and exit points or designated pedestrian crossings.

School buses will also be installed with a ‘stop signal arm’ to alert other drivers when they are dropping or picking up students.

The proposed rules require vehicles transporting children to display the words “school bus” on both the front and rear, along with the phrase “Do not pass when red lights are flashing” in block letters, at least 8 inches tall and in black.

The vehicle must also display a phone number for complaints following the phrase “in case the vehicle is being driven recklessly.”
