The County Assemblies spent Ksh.1.59 billion on MCAs sitting allowances during the Financial Year 2023/24, a report by the Controller of Budget now shows with Kakamega topping the list.
In the report, MCAs were allocated Ksh 1.85 billion but spent Ksh 1.59 billion, translating to 85.5 percent of the approved MCA sitting allowance budget.
This is an increase from 79.9 percent amounting to Ksh 250 million in FY 2022/23 when Ksh1.34 billion was spent.
In the period between July 2023 to June 2024, most of the Counties fully exhausted their allocated budgets with some spending considerable amounts on MCAs’ sitting allowances.
Kakamega Tops Counties Where MCAs Received High Sitting Allowances
Kakamega County leads in overall expenditure after it spent Ksh. 129.4 million out of an allocation of Ksh. 134.6 million, representing an absorption rate of 96.1 percent.
The county also accounted for the highest budget allocation with each MCA receiving Ksh 121,196.
Taita Taveta County follows, having spent Ksh. 40 million from its Ksh. 40,7 million budgets, translating to an absorption rate of 101.9%.
The MCAs in this county each received a monthly sitting allowance of Ksh106,125.

Kajiado County stands out with the complete utilization of its Ksh. 47.4 million allocations, recording a 100% absorption rate with the County legislators pocketing Ksh 94,188 each.
Baringo County comes next having spent Ksh. 47.7 million from its Ksh. 50 million budgets, translating to an absorption rate of 95.4%. The County paid Ksh 88,353 to each of its MCA.
Wajir and Meru Counties fully utilized their allocations of Ksh 47.6 million and Ksh 71.3 million, respectively.
Wajir provided Ksh 86,233 per MCA, while Meru offered each MCA Ksh 86,178 as a monthly sitting allowance.

Other counties with significant spending include Embu, which allocated Ksh 78 million to each MCA; Kisii, with Ksh 75.5 million; West Pokot, providing Ksh 73.2 million; Bungoma, with Ksh 72.1 million; and Busia, which allocated Ksh 71,464.
Elgeyo Marakwet MCAs received Ksh 71,128, Vihiga MCAs received Ksh 69.9 million, Kiambu MCAs received Ksh 69.2 million, Nyandarua MCAs received Ksh 68,193, and Kisumu MCAs received Ksh 66,029.

Nairobi MCAs had an allocation of Ksh 72 million in their budget but spent Ksh 59.9 million, translating to 83.1 percent of the total. Each MCA earned Ksh 39,995.
Meanwhile, Nakuru had a budget allocation of Ksh 38,981,000 and spent Ksh 38,469,094, with each MCA pocketing Ksh 43,321 sitting allowances.
