President William Ruto has made changes in the Kenya Defense Forces (KDF) and effected several promotions of KDF officers within all wings of the military.
The Ministry of Defense (MoD) in a statement on July 24, 2024, said that the various promotions, postings and appointments of KDF officers were upheld by President Ruto after recommendations by the Defense Council.

“His Excellency Hon Dr William Samoei Ruto, C.G.H, President of the Republic of Kenya, and Commander-in-Chief of the Defence Forces, pursuant to section 9 (2) (a) of the Kenya Defence Forces Act, has today, on the advice of the Defence Council Chaired by Prime Cabinet Secretary and acting Cabinet Secretary Ministry of Defence Hon. Musalia Mudavadi, upheld the Council’s recommendations and made various promotions, postings and appointments of Kenya Defence Forces Officers,” read part of the statement.
The promotions have been made across all divisions including the Kenya Army, Kenya Air Force (KAF) and Kenya Navy.

Among the major appointments is that of Major General Stephen James Mutuku who has been appointed as the Deputy Commandant National Defence College (NDC).
Ruto makes KDF Changes
Brigadier John Sankale Kiswaa on his part has been appointed as the Deputy Commander Kenya Navy.

In addition, Brigadier Peter Shikukuu Chelimo was appointed the Director Centre for Security and Strategic Studies – National Defence University Kenya.
Kenya Army Promotions
The President also upheld the recommendations of the Council with the following rising to various ranks in the KDF’s Army wing.
Colonel Edward Morris Ondabu Nyamao promoted to Brigadier and appointed Chief of Compensation and Welfare (DHQ).
Colonel Collins Otieno Mitoko promoted to Brigadier and appointed Chief of Personnel (HQ KA).
Colonel Paul Kiplimo Koech promoted to Brigadier and appointed Chief of Training.
Colonel Clement Kimaiga Nyakundi promoted to Brigadier and appointed Deputy Managing Director Kenya Meat Commission.
Colonel Victor Ndegwa Mburu promoted to Brigadier and appointed Commander Combat Engineers Brigade.
Colonel Eric Nzioki Kitusya promoted to Brigadier and appointed Chief of Logistics (HQ KA).
Colonel Salaash Kantai promoted to Brigadier and appointed Commander Military Intelligence Corps.
Colonel Edward Willy Banda promoted to Brigadier and appointed Brigade Commander 8 Brigade.
Colonel Jackson Lesaiyo Lemakara promoted to Brigadier and appointed Commander Embakasi Garrison.
Colonel (Dr) Charles Ondego Ochieng promoted to Brigadier and appointed Chief of Naval Medical Services.
Colonel Yusuf Hussein Adan promoted to Brigadier and appointed Chief of Communication Information System DHQ.
Lieutenant Colonel (Rev) Jane Wairimu Muringi promoted to Colonel and appointed Service Chaplain.
Kenya Air Force Promotions
At the same time, Ruto upheld the recommendations of the Defence Council with the following rising to various ranks in the KDF’s Air Force wing.

Colonel Bernard Markie Oluoch promoted to Brigadier and appointed Base Commander, Moi Air Base.
Colonel Eutychus Ndegwa Nyawira promoted to Brigadier and appointed Head of Training Support and Research at NDC
Colonel Nehemiah Kemei promoted to Brigadier and appointed Chief Executive Officer – Defence SACCO.
Lieutenant Colonel Mercy Wairimu Kamau promoted to Colonel and appointed Colonel Finance and Audit – Defence National Security Industries.
Kenya Navy Promotions
Colonel Lazarus Patroba Wafula promoted to Brigadier and appointed Base Commander, Kenya Navy Base – Manda.
Colonel Abraham Kipchirchir Biwott promoted to Brigadier and appointed Base Commander, Kenya Navy Base – Mtongwe.
Colonel Mohamed Shee Shemote promoted to Brigadier and appointed Base Commander, Kenya Navy Fleet.
Lieutenant Colonel Marcella Kananu Aritho promoted to Colonel and appointed Deputy Commander, Kenya Navy Fleet.
Additionally, other changes have been made across the Kenya Defence Forces in line with the advice of the Defence Council.
