The National Transport and Safety Authority (NTSA) has issued a fresh directive clarifying the implementation of new regulations on private vehicle inspections, school transport, and PSVs.
In a statement, NTSA Director General Nashon Kondiwa said enforcement of selected provisions has been deferred as the new regulations are being implemented in phases following consultations with Parliament.
“In consultation with parliament, it was agreed that the transition be done in phases, hence the suspension of enforcement for certain sections of the regulations,” the statement read in part.
NTSA Suspends Enforcement of Private Vehicle Inspection Requirement
The director general clarified that the requirement for private vehicle inspections will remain on hold until private inspection centers are licensed and fully operational.
“Specifically, the requirement for private vehicle inspections is suspended till Licensing of the private inspection centers is done and inspection centers are operational,” NTSA stated.
In his statement, Kondiwa directed that school transport operators will not be penalized for failing to comply with the requirements for the reflectorized red stop mechanical signal arm and the telematic system under the 2026 School Transport Rules.
Commercial service vehicle operators will also not face penalties for non-compliance with the telematic system requirement under the 2026 NTSA Operations of Commercial Vehicles Regulations.

NTSA further directed that traffic officers will not enforce the mandatory private motor vehicle inspection requirement during route checks.
“During route checks, traffic officers shall not enforce the mandatory inspection requirement on private motor vehicle owners,” the authority advised.
The Authority also warned the public against misinformation on motor vehicle inspections, urging motorists to rely only on official communication issued through its authorized platforms.
Earlier Directives Issued
Earlier, Kondiwa had directed that school transport vehicles would continue to be inspected at NTSA centers, with operators required to ensure vehicles carrying children are roadworthy and have valid inspection stickers.

The Authority also said commercial service vehicles would continue to undergo the inspections, and owners were required to maintain valid inspection stickers that could be verified through the NTSA mobile app.
For private motor vehicles, the authority announced that vehicles more than 4 years old from the recorded date of manufacture would be required to undergo annual inspections through the eCitizen platform starting July 1,2026.
However, the Authority noted that enforcement of mandatory private vehicle inspections would be communicated later and that no private entity had yet been licensed to offer motor vehicle inspection services.
