The National Transport and Safety Authority (NTSA) has invited the public to give their proposals as it seeks to review four regulations in the road transport sector.
According to NTSA, the review is intended to address existing gaps and adopt innovations in the sector. Therefore, the Authority in consultation with the Ministry of Roads and Transport intends to: –
1. Review the NTSA (Operation of Public Service Vehicles) Regulations, 2014
This regulation applies to all public service vehicles operating on a public road in Kenya. It requires that a public service vehicle should be licenced.
It further warns that a person shall not operate a public service vehicle without a valid license issued by the Authority.
Other Regulations to be Reviewed by NTSA
2. Review of the NTSA (Operation of Motorcycles) Regulations 2015
This regulation came into force on January 1, 2015. It seeks to tame and reduce boda boda accidents and attract a fine not exceeding Sh20,000 or a jail term of not more than six months or both for offenders.
3. The Traffic (Registration Plates) 2016
These rules apply to registration plates carried under Application Section 12 of the Act and to plates carried for use under a dealer’s
general licence.
Moreover, motor vehicles or trailers shall be fitted with a reflective Description of a plate and a third licence plate unless it is being operated under the registration plate.
Authority of Dealer’s General Licence
(2) The registration plate shall—
(a) be rectangular in shape;
(b) have each letter a number on the plate consisting of optically recognizable characters;
be at least 75 millimetres high and each part of the letter and number be at least 15 millimetres broad; andhave the total width of the space taken up by each letter be 47.5 mm and the numbers be 44.5 (except in the case of the letter “1” and the number “1”)
4. Develop regulations governing the licensing and operations of motor vehicle dealers.
At the same time, motor dealers are required to meet given requirements so that they are legally permitted to carry out their functions.

Dealer’s general licence
(1) The Authority may issue to a dealer in or manufacturer or repairer of, motor vehicles, upon application in the prescribed form and upon payment of the prescribed fees, such number of dealer’s general licences as the applicant may require, and with each such licence shall issue two identification plates.
(2) Subject to sections 24, 25, 26 and 27 and to any other conditions which may from time to time be prescribed, the holder of a dealer’s general licence shall use the licence only in respect of vehicles in his possession, and shall not use more than one such vehicle under the authority of one licence at any one time.
Additionally, Section 4[1] [d] of the National Transport and Safety Authority Act, No. 33, 2012 mandates NTSA with the responsibility of ensuring the provision of safe, reliable and efficient road transport services,” the NTSA statement read in part.
Moreover, the Authority notified that the NTSA (Operation of Public Service Vehicles) Regulations, 2014 NTSA (Operation of Motorcycles) Regulations 2015 and The Traffic (Registration Plates) 2016 are available for download on www.ntsa.go.ke.
How to Submit Proposals to NTSA
The Authority further added, “Following Articles 10 and 232 of the Constitution, the Authority hereby invites stakeholders and members of the public to submit their written memoranda, proposals and comments on the above areas of review for purposes of enhancing road safety and effective road transport management in Kenya.”
Moreover, written submissions should be addressed to the Director General National Transport and Safety Authority P.O Box 3602-00506 NAIROBI, or be hand delivered to Authority Headquarters, 9th Floor, 316 Upper Hill Chambers, 2nd Ngong Avenue, Upper Hill or the nearest NTSA office.
In addition, Email submissions may be sent through [email protected]. The deadline for submission is 30th November 2024.

The National Regulations Authority
NTSA is a statutory body established by the National Transport and Safety Authority Act.
It brings together under one roof the functions of Motor Vehicle Registration.
In addition, it undertakes Transport Licensing and Motor Vehicle Inspection, Road Safety, and Driver Testing and to some extent, it enhances Traffic Law.
