The Commission on Administrative Justice (Office of the Ombudsman) has appointed Naisiae Paloshe Tobiko as the new Chief Executive Officer and Commission Secretary, effective immediately, following a competitive recruitment process.
In a press release issued on June 16, the Commission announced that Tobiko emerged as the best candidate in a “rigorous, transparent, competitive, and merit-based recruitment” exercise.
“Upon conclusion of the interviews and subsequent deliberations, the Commission identified Ms. Naisiae Tobiko as the most suitable candidate for appointment to the position,” read part of the statement.
According to the Commission, the exercise attracted a total of 40 applicants, including highly qualified professionals from diverse sectors, and, following a comprehensive evaluation, 10 candidates were shortlisted and invited to interviews.
The shortlisted candidates underwent a thorough assessment by an interview panel, which evaluated their leadership capabilities, strategic vision, professional competence, integrity and capacity to provide effective stewardship of the Commission.
The Commission further assured that the recruitment process upheld the principles of fairness, transparency, accountability, inclusivity, equal opportunity, and competitiveness.

Paloshe Tobiko Profile
Naisiae Paloshe Tobiko has 15 years of experience in governance, electoral management, and public administration.
She previously served as a County Elections Manager at the Independent Electoral and Boundaries Commission (IEBC).
Tobiko has also served as Manager of Commission at the IEBC, Manager of Field Services, Constituency Elections Coordinator, and Office Executive to the Chairperson within the same Commission.
She holds a Master of Arts degree from the University of Nairobi and a Bachelor of Arts degree in Communications from Daystar University, with studies in psychology and community development.
She has taken professional training in strategic leadership development, democratic elections management, public relations, and public administration.

In the statement, the Commission expressed confidence in Tobiko’s leadership, which it said is expected to improve institutional efficiency and delivery, and to ensure the enforcement of the watchdog’s mandates.
As the new CEO, Tobiko will be required to exhibit strategic and transformative leadership, increase stakeholder involvement, and engage in more efforts towards fostering accountability, transparency, and responsiveness within the public institutions.
“Miss Tobiko will provide strategic and transformative leadership in the implementation of the commission’s programs and policies, enhance operational efficiency and institutional effectiveness,” read part of the statement.
The Commission on Administrative Justice is a body that investigates cases of maladministration, ensures access to information, and protects citizens’ rights when dealing with such institutions.
The Commission stated that the appointment marked another milestone for the Commission in terms of strengthening its governance frameworks to achieve its objective of promoting good governance and constitutionalism.
In addition, the Commission expressed its appreciation to all applicants who applied during the recruitment process.
