As uncertainty surrounds Russian President Vladimir Putin’s next moves, Ukraine’s President Volodymyr Zelenskyy has secured new commitments for energy and military assistance following high-level talks.
Zelenskyy, in his statement on February 15, confirmed that agreements were reached in Munich with leaders of the Berlin Format on specific support packages expected by February 24.
“In Munich, we agreed with the leaders of the Berlin Format on specific packages of energy and military aid for Ukraine by February 24,” the statement partly read.
He said Ukraine requires sustained air defence capabilities and timely delivery of pledged aid to counter continued Russian strikes.
Zelenskyy expressed appreciation to international partners for their readiness to assist, noting that strengthened air defence remains essential to limiting Russia’s leverage through continued attacks.
“I am grateful to our partners for their readiness to help, and we count on all deliveries arriving promptly. Ukraine needs air defence every day to deprive Russia of leverage through terror. Thank you to everyone who helps,” he noted.
Zelenskyy On Escalating Attacks on Energy and Civilian Infrastructure
According to Zelenskyy, recovery operations continue daily across Ukrainian cities and communities following repeated Russian strikes.
In one week of February alone, Russia launched about 1,300 attack drones, more than 1,200 guided aerial bombs, and 50 missiles against Ukraine, nearly all described as ballistic.

The regions of Odesa, Donetsk, Zaporizhzhia, and Sumy were among those targeted.
Ukrainian authorities state that the primary focus of the attacks remains the energy sector, with strikes aimed at power generation facilities, substations, and the national grid. Residential infrastructure has also been hit.
Ukrainian forces intercepted a significant portion of the missiles, though officials acknowledged that not all were successfully stopped, underscoring the continued need for enhanced defensive systems.
Diplomatic Push and Winter Protection Measures: Meeting with Marco Rubio
Confirming from an earlier post on February 15, the Ukrainian president detailed his conversation with Marco Rubio following their meeting.

He said discussions focused on the frontline situation, ongoing Russian strikes, and the impact of attacks on Ukraine’s energy system.
The talks also addressed measures to protect civilians during the winter and to strengthen national resilience amid ongoing attacks on critical infrastructure.
In addition, both sides reviewed the diplomatic process, including planned trilateral meetings in Geneva.
“During the meeting with U.S. Secretary of State Marco Rubio @SecRubio, I briefed him on the situation at the front, Russian strikes, and the impact of attacks on Ukraine’s energy system. We discussed how to help Ukraine protect lives during the winter cold and strengthen our resilience,” he said.
The Zelenskyy stressed the importance of productive negotiations and acknowledged what he described as a constructive approach by the United States.
Further, the conversation covered the sequencing of next steps, particularly progress on security guarantees and economic recovery.
He expressed gratitude for the continued American support for Ukraine.
