Mobile money platform M-PESA has become an essential part of daily life in Kenya and within East Africa, from paying bills to small business operations.
Beyond the millions of users, M-PESA’s strength lies in its vast network of agents — the shop owners, kiosk operators, and small businesspeople who handle deposits, withdrawals, and customer registrations across Kenya and Ethiopia.
These agents are the visible face of the service, helping new users open accounts, educating customers on transactions, and maintaining compliance with Safaricom’s Anti-Money Laundering (AML) and Know Your Customer (KYC) policies.
Agents must also operate under strict Safaricom branding guidelines to ensure a trusted customer experience. To qualify, a prospective agent must:
- Be registered as a limited company with at least three operational outlets,
- Have traded for a minimum of six months, and
- Demonstrate the capacity to invest at least Ksh100,000 per outlet as operating float.
Each outlet is audited before approval to ensure it meets M-PESA’s operational standards.
M-PESA Super agent
While ordinary agents serve customers directly, M-PESA Super agents play a larger, more technical role — they are the financial backbone that ensures agents across the network have enough liquidity to operate smoothly.

Super agents function as intermediaries between Safaricom and retail M-PESA agents, managing the float (electronic money balance) that allows transactions to occur. In simple terms, they act as “banks for agents.”
Their key responsibilities include:
- Supplying and managing float for smaller agents and sub-agents,
- Depositing and withdrawing float through partner banks, and
- Ensuring smooth liquidity flow within the M-PESA ecosystem to avoid service disruptions.
Several Kenyan banks — including Co-operative Bank, Diamond Trust Bank (DTB), and Barclays Bank — partner with Super Agents to facilitate these float management transactions.
Unlike normal agents, Super agents contract and supervise multiple smaller agents under them. They receive their authorization directly from Safaricom and are responsible for ensuring that all contracted outlets comply with operational, branding, and regulatory requirements.
Becoming an M-PESA Super agent
The application process to become a Super Agent is more demanding than that of a standard agent, given the scale of financial management involved. Safaricom requires applicants to provide detailed company and compliance documentation, including:
- Certificate of Incorporation and Form CR12 (or equivalent), valid within the last three months,
- PIN and VAT certificates,
- Certified copies of directors’ IDs,
- Valid business permits for each outlet,
- Police clearance certificates for all directors and key personnel (issued within six months), and
- Proof of adequate technical and operational capacity, such as:
- At least one computer with a minimum 512MB memory,
- Internet connectivity,
- A printer,
- A dedicated business mobile line, and
- An official email contact.
Super agents must also employ trained staff with at least KCSE-level education to handle customer operations professionally.
Their head office must have at least two personnel managing operations and maintain float balances sufficient to service their network of sub-agents.
Safaricom also enforces strict branding and merchandising standards to ensure all M-PESA-branded locations maintain a consistent and recognizable image.
Special and exceptional categories
In some cases, Safaricom allows stand-alone or special category agents to operate under flexible conditions. These include institutions such as banks, hotels, hospitals, petrol stations, supermarkets, and forex bureaus.

Such entities may be approved with only one outlet, provided they can maintain a minimum float of Ksh200,000 and demonstrate their ability to serve unique customer needs.
Organizations such as SACCOs, universities, and NGOs may also apply as special agents but must submit additional regulatory documents, such as by-laws, registration certificates, and introduction letters from relevant oversight bodies.
Dealers: Linking super agents and retail networks
Working closely with Super Agents are M-PESA dealers, who ensure agents under them have sufficient float, perform regular audits, and guarantee compliance with Safaricom’s standards. Dealers are also responsible for onboarding new agents and coordinating with Super Agents to maintain liquidity and performance across their networks.
Dr. Esther Muchemi, founder of Samchi Telecoms, who built one of the first and largest M-PESA dealership networks, attributes her success to “understanding the market, finding innovative ways to reach customers, and providing excellent service,” which established a long-standing relationship with Safaricom.
Financing and support for agents
To support liquidity, Safaricom provides business loans for M-PESA agents through its financing arm. Agents can borrow amounts ranging from Ksh5,000 to Ksh10 million, with a service fee of 0.123% of the loan amount.
The facility allows agents and Super agents to access working float and expand their operations, ensuring consistent service availability across the country.
