President William Ruto has nominated Mary Nanjala Kilobi for appointment as a member of the Intergovernmental Relations Technical Committee (IGRTC), subject to ratification by the National and County Government Coordinating Summit in accordance with the Intergovernmental Relations Act.
Kilobi, who is married to the Central Organization of Trade Unions (COTU) boss Francis Atwoli, is among seven nominees selected to serve on the committee, which is responsible for strengthening cooperation and coordination between the national and county governments.
Kilobi was nominated alongside Abdi Mude Ibrahim (Wajir), Prof. Jacqueline M. Oduol (Kisumu), Martha K. Cheruto (Elgeyo Marakwet), Dr Eric K. Gakure (Kiambu), Dr Joseph K. Mungai (Nyeri) and Anne Wang’ombe (Kirinyaga) to serve as members of the Intergovernmental Relations Technical Committee.
Role Mary Kilobi Will Play in New Government Appointment
As a member of the Intergovernmental Relations Technical Committee (IGRTC), Kilobi will help provide technical and administrative support to the National and County Government Coordinating Summit and the Council of Governors.
She will help coordinate the transfer of constitutional functions and resources from the national government to county governments.
Kilobi will also support the resolution of intergovernmental disputes through alternative dispute resolution mechanisms.
In addition, she will monitor the implementation of national and county development plans to strengthen devolution and enhance cooperation between the two levels of government.

Career Background
Mary Kilobi began her journalism career in 2005 as an intern at the Uganda Broadcasting Corporation (UBC).
She later rose through the ranks to become a producer, editor and news anchor during her four-year stint at the broadcaster.
She subsequently returned to Kenya and joined KTN, where she worked as a Swahili news anchor and reporter with Standard Group.
During her time at the station, she hosted the weekend news programme KTN Leo Wikendi.
Beyond broadcasting, Kilobi is an author and motivational speaker. She wrote the Kiswahili learning book Jifunze Kiswahili, which is available in Uganda and the Democratic Republic of Congo.

About Intergovernmental Relations Technical Committee
The Intergovernmental Relations Technical Committee (IGRTC) is established under Section 11 of the Intergovernmental Relations Act, 2012, to support cooperation between the national and county governments.
Its mandate is anchored in Article 6(2) of the Constitution of Kenya, 2010, which requires the two levels of government to work together through consultation and cooperation while remaining distinct and interdependent.
The committee is also mandated to facilitate the transfer of functions and resources between the two levels of government and support the implementation of intergovernmental decisions.
In addition, it oversees the resolution of disputes between national and county governments through alternative dispute resolution mechanisms, including negotiation, mediation and arbitration, as provided for under Article 189 of the Constitution and the Intergovernmental Relations Act, 2012.
