President William Ruto has made changes in government agencies. Ruto in Gazette notices dated December 5, 2025, made a reappointment and revoked three appointments.
The Head of State revoked the appointment of the Kenya Trade Network Agency (KenTrade) Board Chairperson Basil Criticos, alongside that of board members Paul Mwiti Mucheke and Abubakar Ketemon.
“IN EXERCISE of the powers conferred by section 7 (3) of the State Corporations Act I, William Samoei Ruto, President of the Republic of Kenya and Commander in Chief of the Defence Forces revokes the appointments of *Basil Criticos as the Chairperson, *Paul Mwiti Mucheke and *Abubakar Ketemon as members of the Board of Kenya Trade Network Agency, with effect from the 5th December, 2025.”
Criticos, a key ally of President Ruto, is the former Taita-Taveta Member of Parliament who represented the Constituency for two terms under the KANU Party. He had been appointed to the Kenya Trade Network Agency role in May 2023.

In turn, National Treasury Cabinet Secretary John Mbadi appointed Suleiman Issack Ali and Gerald Okoko as KenTrade Board members effective December 5, 2025, serving until December 7, 2026, and October 5, 2026, respectively.
At the same time, President Ruto has reappointed David Wamtsi Omusotsi as the Non-Executive Chairperson of the Kenya Utalii College (KUC).
Ruto reappoints Kenya Utalii College Council Chair
Omusotsi has been reappointed after the end of his first term, which commenced in November 2022, when President Ruto initially appointed him.
In the reappointment, the Head of State stated that Omusotsi will serve for another three years.
“IN EXERCISE of the powers conferred by paragraph 20 (2) (a) of the Tourism Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander in Chief of the Defence Forces re-appoints— DAVID WAMTSI OMUSOTSI as the Non-Executive Chairperson of the Council of the Kenya Utalii College, for a period of three (3) years, with effect from the 5th December, 2025.”
After being appointed to his first term in 2022, the chair of the KUC Council affirmed his dedication to helping Utalii College fulfill its mandate to provide training and capacity-building for the hospitality and tourism industry.

He emphasized his commitment to mobilizing essential resources and steering the institution toward continued growth and transformation.
KUC was founded in 1975 under the Hotels and Restaurants Act (Cap. 494, Laws of Kenya), now succeeded by the Tourism Act of 2011. The college is recognized as one of Africa’s premier training institutions in hospitality and tourism.
Over the years, the college has produced more than 60,000 graduates from across the globe, many of whom have gone on to contribute significantly to both local and international hospitality and tourism sectors.
EUHOFA member
KUC is one of only three African members of EUHOFA International, an esteemed global association bringing together directors and deans of leading hotel and hospitality schools.
Established in 1955, EUHOFA now includes around 200 members worldwide. Kenya Utalii College has had the honor of hosting the association’s international congress twice, in 1996 and 2016.
The institution is also an Affiliate Member of the United Nations World Tourism Organization (UNWTO).
The college’s high training standards have earned it international recognition as a UNWTO center of excellence and as part of the EUHOFA network of top hospitality schools. Furthermore, KUC hosts the secretariat of the Association of Hospitality and Tourism Schools of Africa (AHTSA).
