The Executive Office of the President has shortlisted thirty-four candidates for the position of member of the Power of Mercy Advisory Committee.
In an advert on Friday, September 1, the selection panel published the names of the shortlisted candidates, their counties, date, and time when they should appear for the interviews.
“Candidates are invited to attend the interview at the Office of the President, Harambee House, 3rd floor boardroom, Nairobi,” read part of the advert.
Further, the selection panel said the candidates should be at the venue 30 minutes before the scheduled time.
Breakdown Per County
Embu County
Humpton Rogers Namu and Dr. Elkana Kathe Nyaga will be interviewed o September.
Additionally, Felix Muthe Obed will appear before the selection panel on September 14 from 11am.
Nyeri County
Jane Muthoni Gathuma and Ibrahim Maina Mutembei will be interviewed on 13th and 14th September, respectively.
Machakos
Rose Mumbua Nuna and Patrick Masau Musila will be interviewed on 11th and 12th September, respectively.
Bungoma
Mary Nekesa Khaemba will face the selection panel on September 11 followed by Dr. Lorna Mutoro Mumelo 14th the same month.
Kisii
Zeverino Mabeya Mogaka and Josiah Onyancha have been shortlisted from Kisii County.
They will be interviewed on 12th and 13th September, respectively.

Kakamega
Both John Kuswa Olaka and Manasseh S. Ndakalu will be interviewed on September 14.
Murang’a
The panel shortlisted Mary Wanjiku Mbau and Dr. Bernard N. Muia.
Wanjiku will be interviewed on September 12 while Dr. Muia will appear for the interview on September 14th.
Homabay
Joseph Oduor is scheduled to be interviewed on September 13 whereas Clement J M Okech will face the selection panel on September 15.
Zeth Ouma Omollo (Nyamira), Yunus Issa Alijab (Baringo) and Dr. Richard Maina Kamau will be interviewed on September 11.
Further, Stephen Omondi Opondo (Siaya) and Timothy Kariuiki Mwangi (Kirinyanga) will appear before the panel on the same day.
Additionally, Kaliakamur L. Emmanuel (West Pokot) will be interviewed on September 12 while Josephat Kaminza Ituka Nzusi (Kitui) will be interviewed on 13th of the same month.
Ann Ndiwa Mbithi (Makueni) and Isaiah Mungiria Munyua (Meru) will be interviewed on September 13.
Edward Kibiwott Boor has been shortlisted from Trans Nzoia, he will be interviewed on September 14.
Further, Cosmas Foleni Kenga (Kilifi), Bishar Maalim Abdullahi (Mandera), Anthony Mwachofi Mwanyuma (Taita Taveta) and Jane Wanjiru Kuri (Kiambu) will be interviewed on September 15.

County Not Indicated
There are three shortlisted candidates who failed to indicate their home counties.
They include Pauline Muhanda, Dr. Willy Humphreys Otele and Margaret Njeri Mbugua.
Interview Requirements
All the shortlisted candidates are required to bring with them originals of the following documents;
1.National Identity Card
2.Academic and Professional Certificates
3.Any supporting documents and testimonials
4.Clearance Certificate from the following bodies:
- Kenya Revenue Authority (KRA).
- Higher Education Loans Board (HELB).
- Directorate of Criminal Investigations (DCI).
- Ethics and Anti-Corruption Commission (EACC).
- Credit Reference Bureau (CRB).

On August 4, the Selection Panel invited qualified candidates to apply for the seven positions of member of the Power of Mercy Advisory Committee.
Functions of the Power of Mercy Committee
Power of Mercy Advisory Committee (POMAC) is a constitutional committee established pursuant to Article 133 of the Constitution of Kenya 2010, and operationalized by The Power of Mercy Act No. 21 of 2011.
The committee’s core mandate is to advise the President on the exercise of the Power of Mercy.
Further, the Act provides for the appointment, tenure of office of the members, the powers and functions of the Power of Mercy Advisory Committee and connected purposes.
The Committee shall:
a) Undertake or commission research and collect data on matters relating to the Power of Mercy.
b) Work with State organs responsible for correctional services to educate persons in correctional services on the power of mercy and procedures relating to applications for its exercise.
c) Carry out any necessary investigations required to decide on a petition for Power of Mercy.
d) Partner with State and non-state actors to educate the public on the nature and implications of the Power of Mercy.
e) Undertake such other activity as may be necessary for the discharge of its functions and exercise of its powers; and,
f) Carry out any other function as may be conferred on it under any other written law.
