Telecommunications giant Safaricom has announced plans to roll out daily WiFi packages for select Kenyans following the launch of a Ksh800 monthly internet plan under the Affordable Housing Programme (AHP).

Safaricom Chief Executive Officer Peter Ndegwa announced on Thursday, December 19, during the handover of keys to more than 4,500 AHP beneficiaries at New Mukuru Estate Phase II in Nairobi, presided over by President William Ruto.

Speaking at the event, Ndegwa said the newly built affordable homes come with preinstalled internet infrastructure, allowing residents to access connectivity immediately upon moving in.

The CEO said homeowners will pay Ksh800 per month for internet, with additional hourly and weekly flexible packages set to be introduced in January 2026.

“We have installed the internet, and it is already being connected to the houses. They will be paying Ksh800 per month, and from tomorrow, we will have an office here to register all the new owners of the houses. From January, we will have WiFi on per daily, hourly, weekly and every two weeks basis. Internet is available from the time someone enters, and it is affordable internet.”

Ndegwa also highlighted that Safaricom brought Christmas hampers and airtime for beneficiaries moving into the houses on the day of the handover as the company marks 25 years of operation.

He accompanied President Ruto as the Head of State handed over keys to the beneficiaries, following an earlier issuance of 1,080 housing units in May.

The President was accompanied by Deputy President Kithure Kindiki, Lands and Housing Cabinet Secretary Alice Wahome, Nairobi Governor Johnson Sakaja, Principal Secretaries and other officials.

Addressing residents, Ruto said the New Mukuru project marked a major step toward his pledge to transform Kenya into a “Singapore-status” country through planned, modern urban housing.

“The keys we are giving you today are not just keys to open a door of a house, but to open a decent home for you and your children,” he said.

“I am proud this evening that what has been a dream for many Kenyans, and in the plans of this nation for over 40 years, is now a reality. Welcome to dignity; welcome to a new life.”

Ruto said the government is constructing 14,000 affordable housing units at the New Mukuru site, noting that more than 240,000 units are currently under construction across the country. In addition to housing, he also handed over supporting public facilities at the estate, including modern police and fire stations, a Level IV hospital and a school.

Deposit assistance

Meanwhile, Principal Secretary for the State Department for Housing and Urban Development, Charles Hinga, highlighted major changes to the Affordable Housing Programme aimed at easing access for low- and middle-income earners.

Hinga noted that the government reduced the deposit requirement from 10 per cent to 5 per cent of a house’s value under the Affordable Housing Regulations, 2024, adding that applicants earning Ksh20,000 and below per month are no longer be required to pay any deposit.

“There is a 5% deposit for everyone else but to make housing affordable. We have determined that the deposit is a big barrier especially for the people at the lower thresholds and lower income. Therefore, if you earn Ksh20,000 and below, whether it is formal or informal income, there will be no deposit,” Hinga said.

Under the revised framework approved by the Cabinet earlier this year, applicants register through the Boma Yangu portal, save the required deposit or apply for deposit assistance if eligible, and are then allocated houses through a transparent process with access to long-term, low-interest financing options.
